Responsibilities
- Develop, review, and the submission of Simplified Acquisition Management Plans (SAMPS) and other acquisition documentation in compliance with DoD policies.
- Ensure all acquisition documentation aligns with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Army-specific policies.
- Collaborate with program managers, contracting officers, and other stakeholders to gather inputs and ensure alignment with program objectives.
- Identify and implement process improvements to streamline the development of acquisition documentation.
- Proactively identify risks related to acquisition planning and documentation, and develop mitigation strategies.
- Provide training and guidance to team members on acquisition policies, procedures, and best practices.
- Produce recurring and ad-hoc reporting (status updates, executive summaries), translating data into actionable insights.
Qualifications
- Bachelor's degree in Business, Operations, Public Administration, Engineering, or related field (or equivalent experience). Additional experience may substitute for degree.
- Mid Level - BD and 4-10 years of relevant experience required.
- Senior Level - BD and 10+ years of relevant experience required.
- Active Secret clearance required. Must be able to maintain the security clearance required for this position.
- U.S. Citizenship required.
- Acquisition Expertise: Deep understanding of DoD acquisition processes, including FAR/DFARS and Army-specific acquisition policies.
- Documentation Skills: Proven ability to write clear, concise, and compliant acquisition documentation, including SAMPS, acquisition strategies, and other programmatic documents.
- Analytical Skills: Strong analytical and problem-solving skills to address complex acquisition challenges.
- Communication Skills: Excellent written and verbal communication skills, with the ability to present complex information to diverse audiences.
- Attention to Detail: Exceptional attention to detail to ensure accuracy and compliance in all documentation.
Preferred:
- Program Office Experience: Prior experience as a program analyst or similar role within a DoD program office.
- Army Medical Community Experience: Familiarity with the Army medical community, including its unique acquisition and programmatic requirements.
- Certifications: DAWIA Program Management Advanced or Contracting Professional, or equivalent certifications (e.g., PMP, CFCM).
- Tools and Systems: Experience with acquisition and program management tools such as MS Project, SharePoint, or other DoD-specific systems.
- Process Improvement: Background in Lean, Six Sigma, or other process improvement methodologies.
