Pamunkey Indian Enterprises (PIE) is a federally recognized tribal small-business federal contractor, founded in 2018 and headquartered near Richmond, Virginia. PIE was founded to support the Pamunkey tribe, its members, and its associated communities. The Pamunkey Tribe has been in the Virginia Piedmont region for centuries and were among the first, including Chief Powhatan and his daughter Pocahontas, to greet the Jamestown settlers. The company has several lines of business split among several subsidiaries, including FedTribe, which is value-added reseller for the federal government.

Position Summary
The Contracts Manager oversees the full life cycle of commercial and federal contracts and subcontracts for the tribal enterprise, ensuring compliance with FAR/DFARS (especially FAR Subpart 19.8), and SBA or other program requirements for tribally owned businesses. This role serves as the in-house expert on contracting, including 8(a) matters, limitations on subcontracting and small business requirements, supporting various BD/capture/project teams in executing compliant federal work, and compliance issues like the Service Contract Act (McNamara-O’Hara), the Walsh/Healy Public Contracts Act, and Equal Employment Opportunity Commission (EEOC) regulations.

Key Responsibilities
To be successful, an individual must be able to perform the following satisfactorily. (Note that other unrelated duties may be assigned from time-to-time.) The responsibilities of the Contracts Manager include:

1) Get results.

2) Serve as the primary subject-matter expert on federal contracting rules. Including eligibility, competitive versus sole-source awards, thresholds, and term/exit requirements. Advise leadership regarding a contract strategy.
a. Serve as the primary subject-matter expert on 8(a) program rules, as well.
b. Respond quickly to contract-related inquiries or issues from leadership, staff, clients or partners.
c. Coordinate with legal counsel when necessary.

3) Manage all aspects of a contract. Manage the end-to-end life-cycle of a contract, from pre award to post award contract activities, including:
a. Review of solicitations, preparation or review of proposals, negotiation of terms, and contract modifications.
b. Manage limitations on subcontracting plans and flow-down clauses for prime and subcontract relationships.

4) Ensure compliance. Ensure all contracts comply federal procurement regulations, prime contract requirements, and any SBA or 8(a)/small business obligations where applicable.
a. Verify and document the company eligibility as an 8(a) participant and as a small business under assigned NAICS codes for each opportunity and award.

5) Maintain a contract management system.
a. Draft, review, and maintain contracts, subcontracts, Teaming Agreements (TAs), Non-Disclosure Agreements (NDAs), and related documents.
b. Track key milestones, deliverables, funding, options, and closeout activities.

6) Advise and coordinate with:
a. the CEO, CFO, General Counsel, Program Managers (PMs), and project teams on contract interpretation, risk, and performance obligations.
b. Proposal and capture teams by reviewing RFI/RFQ/RFP solicitations, identifying 8(a) and small business requirements. Recommend Compliant contract and pricing structures.
c. Finance on funding, billing, and revenue recognition, and with Procurement on flow down clauses, vendor terms, and compliance.

7) Develop and maintain contract-related procedures and policies. Develop and update contracting policies, templates, and training for enterprise staff, as needed.
a. Monitor regulatory changes affecting 8(a) contractors and small business procurement, and update procedures and policies accordingly.

Qualifications and Basic Requirements:
• A bachelor’s degree from an accredited four-year academic institution in business, contracts management, or a related field.
• A minimum of seven years of experience in federal government contracts administration and management, working directly with SBA 8(a) or other small business set-aside contracts.
• Possess a thorough understanding and proficiency with FAR (particularly Part 15 and Part 19) and DFARS, federal grant or cooperative agreement rules.
• Able to identify, establish, and maintain key relationships with internal and external contacts, including subcontractors and joint venture partners.
• Able to manage multiple tasks simultaneously, in a sometimes complex and fluid environment, meeting deadlines and submitting deliverables.
• Excellent oral and written communications with different organizational levels, clients, and key partners.

Preferred Requirements and skills:
• NCMA (CPCM/CCCM) or similar certification.
• Tribal contracting and procurement experience.
• Ability to obtain a security clearance.
