Overview
Under the direction of the COO, Director of Pricing will be capable of developing full cost/pricing models and drafting cost/price narratives for a wide range of federal government proposals (FFP, FFP LOE, T&M, and CPFF). The Director must be able to perform price and cost build-ups, and to ensure pricing compliance. The Director will assist with the collection of subcontract pricing information and support price-to-win analysis with the company’s senior leaders.
Manages the pricing function and is responsible for pricing for all proposals, change proposals, and task orders including but not limited to, fixed price, cost type, time and materials, and IDIQ contracts. Provides cost and pricing knowledge and expertise (cost analysis and price reasonableness) with FAR/DFARS requirements and other applicable government regulations. Reviews RFP/RFQs and proposal documents for protection of the company’s pricing, satisfaction of customer requirements and adherence to company policies. Ensures company-wide estimating system compliance and adherence to management pricing obligations.
The Director will also generate reports to address specific needs in order to monitor the desired performance. Interface with accounting and operational systems to develop and maintain customized price reporting. Maintain custom databases, cost or pricing models, and/or interfaces generating desired reports for the CEO/COO and divisional leads.
Responsibilities
Develop and maintain pricing strategies, tools and templates as directed
Work with proposal and accounting teams in support of the price proposal requirement for all contract types associated with Federal procurement
Review RFP/RFQ documentation, cost, and pricing data for preparation and presentation to and collaboration with business unit leadership and capture team professionals
Perform a variety of formal and ad-hoc proposal-related tasks to include RFP/RFQ reviews, competitive data analysis, and assisting the team in proposal pricing reviews as needed
Work with accounting team personnel in building or customizing templates that facilitate resource estimating and build customized templates
Coordinates the review of the pricing volume with the COO and appropriate senior leaders
Participate in proposal reviews with management primarily in support roles
Develop price and cost proposal volumes to include price and cost element narratives and calculations
Prepare ad-hoc analyses and data collection on labor, travel, and material-related cost elements to include ODCs
Participate in proposal and pricing planning/scheduling session
Participate in subcontractor pricing analysis
Assist finance with maintenance of the standard cost profiles for personnel
Other special projects may be assigned to support finance metrics and reporting
Requirements:
Proficient and familiar with development of pricing methodologies to include fully burden labor rates and rate builds including overtime
Proficient with development of cost/price proposals and quantification documentation necessary to adequately support and explain the reasonableness and realism of the proposed cost/price
Familiar with government cost or price realism as well as FAR 52.222-46—Evaluation of Compensation for Professional Employees
Familiar with external sources of information to support government cost analysis including ERI or other Salary Assessor Tools, BOL Statistics, Department of State, DCAA, and DCMA
Familiar with compensation plan structures and support documentation for price and cost proposals
Ability to quickly learn the features of the proposal life cycle as well as contract types including fixed-price (FFP, FFP-PBC, FPAF, FPIF), cost (CPFF, CPAF, CPIF, T&M/FPLH, GSA Schedule, BPA/IDIQs, and commercial)
Must be able to support and execute pricing strategies developed in response to RFPs/RFQs
Advanced proficiency in MS Office Suite (Excel (Macros and Pivot tables), Word, PowerPoint, Project)
Ability to utilize and adapt existing MS Excel-based pricing tools to specific proposal situations
Ability to generate sophisticated Excel spreadsheets
Interact with technical, functional, and senior management
Qualifications
BA/BS, preferably in Business or Finance
7 - 9 years’ experience developing DOD and federal civilian agency price and cost proposals including price and cost narratives
Multitask and work under tight deadlines with strong attention to detail and accuracy
Excellent communication and analytical skills
