Job Description

Duties

  • You will provide advanced Anti-Terrorism (AT), Physical Security (PS), Law Enforcement (LE) and Reaction Force (RF) expertise/support.
  • You will oversee the operations of the Security Department operating under pre-prescribed guidelines and procedures espoused by leadership.
  • You will protect operations, personnel, and assets.
  • You will make assignments based upon the capabilities of employees, review work, evaluate performance, recommend awards, effect or recommend administrative action, assess training required and institute requests.
  • You will apprehend personnel, both combative and noncombative members of the public.
  • You will perform traffic law enforcement using specialized equipment such as radar, breathalyzer, and must be qualified/certified in these specialized areas and on the necessary equipment.
  • You will prepare documents, correspondence, memoranda, reports, papers, charts, statistical tables, and messages, ensuring personal identifying information is protected.
  • You will verify credentials to ensure only authorized personnel, vehicles, and equipment having a valid need are permitted to enter the area.
  • You will serve as a primary investigator of offenses committed by or against military and civilian personnel, or against government and private property located on Navy installations or provide investigative support to Detectives.
  • You will perform other duties as assigned.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current CPR certification.
  • You must successfully complete the mandated 40-hour Emergency Vehicle Operators Course (EVOC).You must successfully complete the mandated 40-hour Emergency Vehicle Operators Course (EVOC).
  • You must successfully pass an initial, annual, or any required OPM, DoD, or DON mental and emotional stability screening, Physical Agility Test and medical screening.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift
  • You must graduate from the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing guidance on law enforcement and security policies and procedures; 2) Interviewing witnesses to crimes, accidents, or security breaches to determine facts, warrant apprehension, detention, or lesser action; 3) Resolving law enforcement issues; 4) Conducting searches to compile evidence of crime/accident scenes; 5) Reviewing reports for accuracy, discrepancies, and areas of concern.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Physical Demand: The work requires regular and recurring periods of physical exertion derived from such activities as
running, walking, standing, climbing, bending, driving, and lifting/carrying heavy items weighing more
than 50 pounds (e.g. climbing stairs during emergency response, carrying personnel during evacuations,
personal protective equipment, and weapons systems). In installations with navigable waters, physical
exertion may also include swimming. Conditions often require officers to work in extreme climates for
extended periods while wearing personal protective equipment and duty gear, requiring the officer to be
physically fit to perform duties in extreme heat or cold. Requires physical stamina, agility and strength to
defend themselves, defend others, pursue and apprehend or detain suspects. Officers undergo
sustainment training in defensive tactics to include less than lethal equipment and firearms qualifications
that require physical strength, skill and stamina. The incumbent must be physically fit and agile in order
to pursue persons on foot over/around rough and/or slippery terrain or obstacles and up and down stairs,
and to participate as a member of a special reaction or tactics squad in advent of terrorist or hostage
situation. Must successfully complete annual agility testing in order to retain position.

Work Environment The work is performed in an environment that involves exposure to regular and reoccurring discomforts
ie extreme variations in weather conditions, exposed to high levels of noise in industrial settings, destructive weather or
higher force protection conditions, and may operate a vehicle over rough terrain and/or
unpaved/unplowed/untreated surfaces. The work involves moderate and high risks and possible
endangerment of life or serious injury that requires the exercise of safety precautions and use of personal
protective equipment such as vests, coats, gloves, goggles, boots, shields, etc... The officer may also be
subjected to uncomfortable conditions where basic facilities may not be provided or functional. May be
exposed to physical attack/bodily injury at a moment's notice when apprehending, detaining, or pursuing
suspects.
