Job Description

Duties

  • Monitors the overall security program for the organization.
  • Implements policies and procedures covering the safeguarding of classified information.
  • Develops organization-specific lesson plans. Recommends methods of adapting security regulation to the organization.
  • Participates in Unit Security Managers and Host Base PRP meetings. Serves as unit security and PRP manager.
  • Monitors and evaluates the Personnel Reliability Program for the organization.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes providing guidance and assistance to supervisors and managers in the areas of physical, information, personnel, and limited industrial security. Conducts reviews of organizations that maintain classified material. Inspects security storage containers to ensure that standards of physical and administrative security are met. Gives security briefings to new employees during orientation and at other times when necessary. Presents security and PRP material and feedback from experiences in the organization for sharing with other unit managers who may experience similar situations. Determines and monitors PRP position categories for critical, controlled, or non-coded duties when required. Researches and compiles all information for the permanent decertification case files.

COMBINATION OF EDUCATION AND/OR EXPERIENCE:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of security concepts, principles, and practices to plan and implement security procedures for physical, personnel and information security programs within the organization.

2. Knowledge of required security training concepts, programs, procedures and practices to assist managers in complying with established security programs.

3. Skill in developing, analyzing, and evaluating multiple security programs (personnel, physical and information) to meet mission requirements and improve the security program for the organization.

4. Ability to communicate orally and in writing through clear, concise, and technically accurate written materials.

5. Ability to establish effective professional working relationships with coworkers, contributing to a cooperative working environment and successful accomplishment of the mission.

6. Knowledgeable of the requirements to effectively implement, manage and advise the certifying official on the unit Personnel Reliability Program (PRP).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
