Job Description

Duties

  • You will prepare Adult Basic Education (ABE) programs in accordance with NAVCONBRIG program policies and procedures.
  • You will maintain attendance records and all other administrative reports required by Navy and civil policy and procedures.
  • You will develop complete curriculum products for multiple subject areas, research lesson materials, and write lesson plans in accordance with the Department of Education and Department of Navy standards.
  • You will deliver classroom instruction using instructional techniques that are effective for a prisoner population.

  • BUPERS 1640.22, Article 1640-060, dtd 29 MAR 2011, requires academic education programs at Level II BRIGS be provided by an education specialist ideally possessing a teaching credential.
  • You must be certified to meet the American Correctional Association (ACA) Standards for Adult Correctional Institutions (ACI) Standards for Adult Correctional Institutions (ACI) National Standard 4-4472 requirement for educational personnel.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing curriculum for adult basic education courses based on developmental needs; 2) Instructing prisoners on basic education and life skills while adapting or revising courses to address various subject-matter requirements or student problems; and 3) Applying group discussion techniques and instructional techniques to motivate and teach individuals from various social skill levels and educational backgrounds.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  • Degree: that was supplemented by professional teaching or staff experience at the elementary or secondary levels that demonstrated thorough knowledge of the operation of educational programs at the elementary or secondary levels, and completion of at least one semester or the equivalent of graduate-level course work in school administration or school management, and/or curriculum development.

  • Possession of a permanent license or certificate for school administrator (either elementary or secondary) issued by a State, the District of Columbia, or one of the territories or possessions of the United States.

  • In lieu of specialized experience, applicants may substitute education in the following amounts, or combine education and experience to meet the requirements:

    3 years of progressively higher level graduate education leading to a Ph.D. degree;
    or
    Ph.D. or equivalent doctoral degree.

    The incumbent must be certified by a state department of education or other comparable authority in order to meet the American Correctional Association (ACA) Standards for Adult Correctional Institutions (ACI) Standards for Adult Correctional Institutions (ACI) National Standard 4-4472 requirement for all academic and vocational education personnel.
