Job Description

Duties

The primary purpose of this position is to serve as second-level supervisor, providing planning, directing, organizing, and exercising control over subordinate supervisors and nonsupervisory employees in two divisions assigned to Headquarters Air Force District of Washington (HQ AFDW), Directorate of Intelligence, Surveillance and Reconnaissance (ISR) and Special Security Office (SSO). Serves as the Director, and, as such, directs and manages the overall execution of respective programs. Also serves as the 320th Air Expeditionary Wing Senior Intelligence Officer (SIO) and Director of Intelligence in support of the 320th Air Expeditionary Wing Commanding General.

DUTY 1: Plans, organizes, and directs the activities of ISR and SSO, ensuring operations, exercises, and training programs complies with legal and regulatory requirements and meets customer needs. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of AFDW-wide ISR and SSO functions and activities; participates in providing both technical and administrative direction to
subordinate division chiefs and through their assigned nonsupervisory employees.

DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate supervisory and/or non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements.

DUTY 3: Develops and evaluates policies and procedures for the management of ISR and SSO to ensure HQ AFDW and all Headquarters Air Force (HAF) serviced and subordinate organizations meet program goals and readiness criteria established by Department of Defense, United States Northern Command, National Intelligence Community, HAF, and partner agencies. Ensures organization and training (O&T) ISR and SSO
policies, procedures, and methods provide the flexibility needed to meet the dynamic nature of AFDW mission requirements, program goals, and objectives.

DUTY 4: Through subordinate staff and organizations, analyzes ISR and SSO programs, requirements and operations while estimating capabilities of staff and subordinate organizations to accomplish assigned missions. Identifies deficiencies and develops/implements programs to increase mission readiness.

DUTY 5. Serves as senior advisor to the Commander and senior staff, providing advice, counsel, and guidance to them on all issues concerning the ISR planning, operations, and programs; and on solutions to controversial and highly sensitive situations. Serves as AFDW ISR Director and SIO. Directs and maintains specialized knowledge of Department of Defense, National Intelligence Community, Joint, and Air Force ISR, and SSO operations, activities, and programs. Responsible for overseeing and providing AFDW-level guidance for execution of ISR planning, programming, and operations in support of exercises, training, and real-world operations.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge of DoD and IC organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control; expert knowledge and experience working with government and civilian personnel, DoD and non-DoD agencies to ensure organizational and DoD positions are accurately reflected and defended; extensive knowledge and experience managing, planning, budgeting, and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles, and practices; extensive knowledge of ISR and SSO procedures, methodology, techniques, and strategies including but not limited to electronic; imagery and signals; ISR and SSO computer systems, architecture, and software as they apply to ISR and SSO processes; ISR planning; command, control, and communications protection and monitoring; ISR and SSO data collection management, validation, and production requirements procedures; and project management techniques. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of ISR and SSO procedures, methodology, techniques, and strategies including but not limited to electronic imagery and signals; and ISR and SSO computer systems, architecture, and software as they apply to ISR and SSO processes; ISR planning; command, control, and communications protection and monitoring; ISR and SSO data collection management, validation, and production requirements procedures; and project management techniques.

2. Mastery of planning, organizing, managing, and leading work, and in negotiating effectively to support ISR operations and SSO operations.

3. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to provide leadership in intelligence operations and SSO programs.

4. Knowledge of safety and security regulations, practices, and procedures; and security practices for ensuring the safeguarding of classified information.

5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the ISR and SSO work; writing clear and concise products, and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes; and ability to deal diplomatically and effectively with all levels of officials in all types of situations.

6. Ability to plan, organize, and direct the functions, and mentor, motivate, and appraise the subordinate staff of the directorate in projects where proposals may involve substantial resources and may require extensive changes in established concepts and procedures.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
