Mission Summary

This Agile Acquisition Support role provides principal-level advisory and thought leadership to senior DARPA executives, including the Chief Information Security Officer (CISO) and senior ITD Staff. As an Agile Acquisition Support SME, you will be a key strategic resource, shaping the agency's approach to cybersecurity across its most advanced and sensitive technology portfolios.

Twenty8Tech (A Redhawk Company) has an immediate opening for a hybrid (telework/office) distinguished expert with extensive, deep experience in Agile Acquisition Support. You will operate with a high degree of autonomy to provide strategic foresight, critical technical analysis, and authoritative guidance, ensuring that security is an enabler of innovation for DARPA's high-risk, high-reward programs.

Successful candidates must have demonstrated 6-8 years of progressively responsible experience in the area of acquisition and contract administration related to the solicitation, negotiation and award of contracts in information technology, to include scaled agile services. DOD experience is preferred. Minimum Secret clearance required.



The responsibilities will include, but are not limited to the following:

Conduct market research, and lead development and implementation of acquisition plans/strategies for complex requirements, coordinating with the client IT PMO to clarify issues.
Independently prepare complex requests for proposals with minimal supervision.
Review proposals independently and draft complex contractual documents with minimal supervision.
Conduct research regarding contract type and clauses and coordinate with the client IT PMO regarding proposal assumptions and inclusion of special contract requirements.
Demonstrate an understanding of the government's needs, the negotiated contract terms, and how the contract will be administered.
Administer multiple complex contracts independently, including monitoring contractor performance in collaboration with Contracting Officer Representatives (COR).
Prepare complex modifications, negotiate contract changes, and resolve routine and non-routine problems.
Provide IT procurement expertise on major IT projects involving complex IT projects to ensure a successful bid process, contract finalization and appropriate utilization.
Assist the government in the management of contractor performance evaluation and award fee determination process.
Qualifications:

Knowledge of the Federal Acquisition Regulation (FAR) and other applicable supplements to acquisition processes.
Experience in Information Technology (IT) acquisitions to include writing RFIs, RFPs, and related contract language for scaled agile services.
Proficiency leading customer interactions to develop acquisition strategies based on market research and solicitations with selection criteria and/or instructions, enabling contract awards per customer requirements.
Experience leading source selections and/or major sole source procurements, consisting of: cost or price analysis, negotiations and preparation of related contract documentation.
Proficiency awarding and administering a variety of contract types, including Firm Fixed Price (FFP), Time and Materials (T&M), Cost-Reimbursement, Incentive, and/or Indefinite Delivery Indefinite Quantity (IDIQ).
Experience administering complex contracts, including monitoring contractor performance in collaboration with Contracting Officer's Representative, preparing a variety of modifications, resolving high impact problems, and terminating and closing out contracts.
