Job Summary:

We are seeking an experienced HRIS Legislative Branch Subject Matter Expert (SME) to support a federal contract with the U.S. House of Representatives. The SME will provide deep expertise at the intersection of Human Resources Information Systems (HRIS) and House legislative and administrative operations. This role requires a strong understanding of HR workflows, federal/legislative HR policies, data governance, and system configuration within a highly structured, politically sensitive environment.

The ideal candidate has hands-on experience supporting HR systems for legislative branch entities-or directly for the House-and can translate complex institutional requirements into system functionality, process improvements, and high-quality deliverables.

Responsibilities:
  • Serve as the primary subject matter expert on HRIS capabilities, configuration, data structures, and legislative branch requirements.
  • Support the analysis, design, configuration, testing, and deployment of HRIS enhancements, integrations, and workflows.
  • Translate House-specific HR policies, procedures, and operational needs into system requirements, use cases, and functional designs.
  • Provide expert guidance on House of Representatives HR procedures, administrative processes, employee lifecycle requirements, and institutional constraints.
  • Ensure HRIS solutions align with House rules, compliance standards, and internal controls.
  • Advise project teams on how legislative operations impact HR workflows, workforce data, reporting, and system governance.
  • Work closely with House administrative offices, HR teams, technology groups, and project leadership to gather requirements and validate solutions.
  • Facilitate workshops, demonstrations, and knowledge-sharing sessions with stakeholders at all levels.
  • Support change management, training materials, communication plans, and user adoption strategies.
  • Develop and validate HRIS reports, dashboards, and data extracts supporting legislative HR operations and compliance needs.
  • Support data governance, quality assurance, and the establishment of data standards.
  • Analyze workforce data trends and provide insights to leadership.
  • Support project planning, risk assessment, impact analysis, and documentation.
  • Assist in developing Standard Operating Procedures (SOPs) and system documentation.
  • Provide troubleshooting and Tier II/Tier III support for HRIS issues related to configuration, data, or business process logic.

Education and Experience:
  • Bachelor's degree in human resources, Information Systems, Public Administration, Government, or related field.
  • 8 + years of HRIS experience (Workday, PeopleSoft, Oracle, UKG, or similar).

Required Skills:
  • Experience working within the U.S. House of Representatives, another legislative branch agency, or federal HR environment.
  • Strong understanding of HR processes such as recruiting, onboarding, personnel actions, compensation, benefits, performance management, and position management.
  • Demonstrated ability to translate policy and business needs into HRIS configurations or functional requirements.
  • Exceptional communication, analytical, and documentation skills.

Desired Skills:
  • Experience supporting HRIS modernization or transformation initiatives.
  • Strong knowledge of federal/legislative HR regulations, reporting obligations, and personnel systems.
  • Familiarity with House administrative systems or legislative IT environments.

Security Clearance:
  • Eligible to obtain a clearance.
