Position Description

ENSCO Inc is a diverse engineering and technology company that provides engineering, science and advanced technology solutions that guarantee mission success, safety, and security to governments and private industries worldwide. ENSCO provides technical subject matter experts to support the Defense Threat Reduction Agency (DTRA). Duties will include:
• Provide recommendations and functional analysis of technology specifications to define test objectives and parameters across the Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) spectrum for the development of the Statement of Test Objectives (SOTO).
• Provide recommendations and functional analysis of technology specifications across the CBRNE spectrum for the development of the Test Requirements Document (TRD), Test Design Document (TDD), and Test Execution Document (TEP).
• Develop system engineering standards to measure the effectiveness of weapon system technologies against targets within the full WMD and C-WMD spectrum.
• Perform systems engineering assessments supporting Nuclear Fuel Cycle testing events.
• Perform systems engineering assessments supporting improvised explosive devices, pre and post detonation.
• Perform functions in the full spectrum WMD/C-WMD and CBRNE space to define limited access of technology gaps for weapons and weapon systems.
• Perform systems engineering for nuclear and non-nuclear weapons and weapon systems including small unmanned aerial vehicles (sUAS) to support technology growth in defined capability gaps.
• Background in performing job duties in areas with exposure to heavy construction, confined space environments, rattlesnakes, spiders, rodents, radiation, extremes in weather and walking or driving over hazardous terrain, in underground tunnels and target structures.
• Personnel performing this task shall be respiratory qualified and capable of wearing a Self-Contained Breathing Apparatus (SCBA) (approximately 50 lbs.) while performing phased re-entry of test beds and target structures.
• Capable of operating rental vehicles and towing cargo or equipment trailers with a gross combined vehicle weight of less than 26,000 lbs.
• Ability to operate utility terrain vehicles (UTV) as-needed
• Significant travel to test locations will be required.

Qualifications Required
• Bachelors or equivalent with 7+ years development and implementation of instrumentation plans for highly complex experiments.
• Past experience in systems engineering analysis and assessments using counter radio electronic warfare systems demonstrating performance measures against testing of weapon systems, sUAS and improvised explosive devices.
• Capability to perform targeting assistance with national technical means support to WMD/CWMD testing.
• Demonstrated experience in systems engineering analysis to homemade explosives testing defining capabilities and gaps supporting the WMD mission space.
• Ability to perform test bed/test article preparation/verification consistent with test design and requirements documents; serve as on-site point of contact (POC) for technical issues.
• Knowledge in developing test articles and ensuring test support infrastructure at test sites utilized by RD-TS, are in a state of readiness, as specified and resourced by the Contracting Officer's representative(COR), so DTRA and external RDT&E program managers are able to support testing with minimum startup or preparation time.
• Ability to assemble unique Radiation Signature Testing Devices (RSTD).
• Prior experience in working/entering in permit required confined spaces as an entrant, and or rescue and don up to Level A personal protective equipment.
Required training/certification before coming to the position:
  • OSHA Permit-Required Confined Space Training, OSHA 510 (Construction), 511 (General Industry), and 7405 (Fall Protection) training or Occupational Safety degree or Associate (or higher) Safety Professional credential
  • OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) 40-hour Training
    • AN ACTIVE DOD TOP SECRET CLEARANCE IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN.

Qualifications Desired
• Direct experience with Counter WMD Weapons and Capabilities program with DTRA
• Ability to provide trade-off analyses to enhance performance while minimizing cost and programmatic risk to identify weapon system requirements for identified capability gaps/shortfalls for the purpose of developing technology maturation roadmaps.
• Understanding of the engineering assessments required for the identification of the technology gaps in WMD Defeat and Hard Target Defeat (HTD) weapon systems that currently limit the predictive capability of design limits/margins at the weapon system/subsystem/component levels.
• Experience in working within a matrixed test teams as the Test Scientist, Technical Coordinator, and/or Site Coordinator involved in CWMD testing to include CBRNE agents/materials, pharmaceutical based agents, toxic industrial chemicals & toxic industrial materials, IED and UAS threats.
• Capability to serve in multiple roles including Test Scientist, Technical Coordinator, and/or Site Coordinator duties in accordance with RD-TS policy for Test Operations, Operating Instruction 2 or successor.
• Additional training/certification for the position:
  • OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) 8-hour Refresher Training
  • DTRA Site-Specific Underground Training
  • First Aid, CPR, and AED training
  • sUAS pilot
    • Technical skills to understand and analyze system problems, define potential solutions, and conduct in-depth analysis, assessments and trades and explain methodologies.
    • Strong written and verbal skills including writing reports and presenting results to customers
    • ABILITY TO OBTAIN AN SCI IS DESIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN.
