Essential Duties and Responsibilities:
Operational Leadership:
- Provide strategic direction across all operations, ensuring alignment with corporate objectives, budgets, and performance goals.
- Oversee the execution of projects from planning through closeout, ensuring safety, quality, schedule, and cost compliance.
- Interpret and enforce federal, state, and local regulations, including DoD, USACE, NAVFAC, or other agency-specific construction requirements.
- Manage risk across the project portfolio, implement mitigation strategies and escalation pathways.
- Provide executive-level oversight of all operational programs, contracts, and business units within the company.
- Develop and implement operational strategies that align with corporate goals, and customer mission requirements.
- Lead cross-functional teams to ensure consistent delivery of high-quality, compliant, and cost-effective services.
Program & Project Oversight:
- Lead senior project managers, construction managers across multiple concurrent projects.
- Review and approve operational plans, project sequencing, resource allocations.
- Conduct executive-level project reviews, performance evaluations, and operational audits to ensure consistent, high-quality delivery.
- Oversee project management performance across a diverse portfolio of federal and defense contracts, ensuring adherence to scope, schedule, budget, and regulatory requirements.
- Monitor program health, risk, and resource allocation, proactively resolving issues to maintain operational continuity.
- Support proposal development, pricing strategies, and transition planning for new and recompete opportunities.
Business & Proposal Support:
- Partner with Business Development and Capture teams to support operational inputs for federal RFPs/RFQs.
- Oversee development of technical approaches, staffing plans, schedule strategies, and cost assumptions from an operations standpoint.
- Support negotiation of contracts, major subcontracts, and vendor agreements.
Process, Quality & Compliance

- Ensure adherence to corporate and federal standards related to safety, Quality Control (QC), project documentation, and construction methodologies.
- Develop and refine standard operating procedures (SOPs), quality systems, and construction management best practices.
- Implement continuous improvement programs including lessons learned, root-cause analysis, and operational training initiatives.
- Build and maintain strong, trust-based relationships that reinforce the company's reputation for reliability and mission focus.
- Clean up process driven activities and create corporate expectations of employees and of company process.
Team Leadership & Development:
- Build and mentor a high-performing operations team; implement leadership development, succession planning, and workforce training programs.
- Foster a culture of accountability, collaboration, and excellence across field and office personnel.
- Provide regular coaching and performance assessment for direct reports.
- Drive operational efficiency through continuous improvement initiatives, process optimization, and data-driven decision-making.
- Collaborate with business development to identify new opportunities, expand capabilities, and strengthen competitive positioning.
- Ensure operational readiness to support growth in emerging mission areas.
- Mentor and develop operational staff, fostering a culture of accountability, collaboration, and professional growth.
- Promote workforce development initiatives that support tribal employment goals and long-term talent sustainability.
- Represent the company at industry events, customer meetings, and strategic planning sessions
Executive Reporting & Performance Management:
- Deliver executive briefings to senior leadership on operational performance, risks, financial health, and strategic initiatives.
- Monitor KPIs including profitability, schedule performance, safety metrics, client satisfaction, and resource utilization.
- Ensure accurate forecasting, capacity planning, and operational budgeting.
Education, Certification & Experience:
Education:
- Bachelor's degree in Construction Management, Engineering, Business Administration, or related field; equivalent senior level experience accepted.
- Master's degree preferred.
- Background in logistics, facilities management, engineering services, or technical operations supporting DoD or federal agencies.
Experience:
- 10+ years of progressive leadership experience in construction operations, including managing large-scale, multi-site, or federal construction programs.
- Proven success overseeing teams responsible for complex projects within DoD, USACE, NAVFAC, VA, GSA, or similar federal agencies.
- Advanced knowledge of construction methodologies, contract types, scheduling, safety, and quality management.
- Strong financial acumen, including budgeting, forecasting, and portfolio-level oversight.
- Demonstrated ability to lead in high-pressure, deadline-driven environments.
- Strong understanding of federal acquisition regulations (FAR/DFARS), compliance requirements, and contract management best practices.
- Exceptional communication, negotiation, and relationship-building skills.
- Experience with program management systems, operational analytics, and enterprise project management tools. (preferred)
- APMP, PMP, CCM, or similar certification. (preferred)
- Experience with construction proposal development or federal acquisition processes. (preferred)
