Senior Congressional Engagement & Strategic Communications Advisor - Government Programs
KBR is seeking a Senior Congressional Engagement & Strategic Communications Advisor to support a Government customer in a high-ranking U.S. Space Force Program Acquisition Executive (SFPAE) office.
This senior advisor leads congressional engagements and Hill-focused communication products, working closely with senior leadership, staff directors, executive officers, and strategic cells to ensure programs and priorities are clearly and effectively presented to Congress.

This range is for Colorado only.
The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:

Senior Congressional Engagement & Strategic Communications Advisor - Government Programs
KBR is seeking a Senior Congressional Engagement & Strategic Communications Advisor to support a Government customer in a high-ranking U.S. Space Force Program Acquisition Executive (SFPAE) office.
This senior advisor leads congressional engagements and Hill-focused communication products, working closely with senior leadership, staff directors, executive officers, and strategic cells to ensure programs and priorities are clearly and effectively presented to Congress.
Key Responsibilities:
- Lead planning and execution of congressional engagements for the SFPAE office including briefings, office calls, roundtables, CODELs and STAFFDELs, visits, and tours.
- Partner with senior leadership, staff directors, executive support, and strategic planning elements in the SFPAE front office to align congressional messaging and engagements with leadership intent.
- Serve as primary integrator for SFPAE-related congressional taskers, RFIs, and reports, synchronizing inputs across internal teams, SSC, CFC, SAF/LL, SAF/PA, and other stakeholders.
- Develop and maintain simple tracking tools and processes for congressional requests, deadlines, legislative actions, and outcomes affecting SFPAE equities.
- Draft, refine, and quality-check congressional materials including talking points, QFRs and IFRs, posture and report language, background papers, and strategic communication plans.
- Analyze NDAA and Defense Appropriations provisions, report language, and hearing activity and provide concise summaries with recommended engagement strategies for leadership.
- Advise senior leaders on congressional dynamics, political-military considerations, and communication implications of key program decisions.
- Translate complex technical, budgetary, and operational issues into clear, compelling narratives and briefing materials tailored to Members and staff.
- Build and maintain working-level relationships with key congressional staff in coordination with higher-headquarters legislative affairs offices and within established authorities.
- Improve congressional engagement workflows, templates, and knowledge management and mentor junior teammates to help codify best practices.
- Adaptable, collaborative team player with a positive, can do attitude, comfortable in ambiguous, fast paced environments, building trust across diverse stakeholders, and rolling up their sleeves to solve problems and deliver for the mission.
Qualifications:
Required:
- An active security clearance (Secret minimum; TS/SCI preferred).
- 8-10+ years of experience in congressional affairs, legislative liaison, or Hill staff roles, with at least 5 years focused on defense, intelligence, or national security.
- Demonstrated experience advising senior Government or DoD and IC clients on congressional strategy, legislative risk, and engagement approaches.
- Deep understanding of congressional authorization and appropriations processes including NDAA, Defense Appropriations, hearings, markups, report language, and QFR and IFR processes.
- Proven ability to manage complex, high-tempo RFI and reporting workflows while delivering accurate, polished products under tight deadlines.
- Strong written and verbal communication skills, with experience preparing materials for senior leaders and congressional audiences.
- Comfortable operating in a fast-paced front office environment with competing priorities.
Desired:
- TS/SCI clearance eligible.
- Experience supporting U.S. Space Force, U.S. Air Force, Space Systems Command, or other space-focused programs.
- Experience preparing principals for congressional hearings, posture events, and other high-visibility engagements such as HASC and SASC testimony.
- Background in protocol and DV event planning for senior DoD leaders.
- Prior consulting or advisory experience supporting a Government customer in a headquarters or front office setting.
- Demonstrated success improving congressional engagement tracking tools, SOPs, or knowledge management systems.
