Job Description

Duties
Help
  • Reviews, analyzes, edits, and consolidates Defense Working Capital Fund (DWCF) and/or General Fund (GF, i.e., appropriated) budget submission data along with preparing and analyzing data for budget exhibits, as applicable.
  • Attend briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests.
  • Prepares budgetary reports, PowerPoints, and other deliverables in preparation for budget briefings.
  • Plans, develops, implements, and maintains budget/financial systems and interfaces for agency or command-wide application.
  • Develops budget/program processes, procedures and guidance for the executing financial management plans and programs.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Specialized Experience:
To qualify your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For the GS-11 position, Specialized experience is defined as: Experience supporting financial or budget administration services, such as planning, programming, budget formulation, justification, presentation, monitoring, or execution; or experience monitoring, researching, or analyzing financial or budgetary data to ensure accuracy or identify trends or discrepancies.

For the GS-12 position, Specialized experience is defined as: Experience independently identifying, analyzing, or resolving budgetary issues related to planning, programming, formulation, justification, presentation, monitoring, or execution; or experience utilizing financial systems or tools to research, analyze, or validate budgetary data.

For the GS-13 position, Specialized experience is defined as: Experience providing financial or budgetary advisory services, such as identifying, analyzing, or resolving complex budgetary issues for an organization; or experience providing advisory support across the budget lifecycle, including planning, programming, formulation, justification, presentation, or execution.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 and GS-13 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
