Job Description
MTSI is seeking an Acquisition Program Manager SME to support the AFRL/RQ Air Vehicles Directorate. This role provides expert program and project management (PM) support with a strong emphasis on financial management, including planning, budgeting, and execution analysis.

Key Responsibilities:
- Support AFRL/RQ in all phases of project management: initiating, planning, executing, monitoring and controlling, and closing organizational projects.
- Develop acquisition documentation to assist government PMs in making informed programmatic decisions.
- Identify risks and issues, recommend solutions, and provide guidance to government PMs throughout project execution.
- Organize and facilitate technical interchanges, planning sessions, and progress reviews. Responsibilities include:
- Developing agendas, briefing materials, and attendance rosters.
- Executing, moderating, and briefing meetings.
- Documenting outcomes and ensuring follow-up on action items, decisions, and directives.
Acquisition program analysis support spans the entire acquisition lifecycle, including:
- Technology development and integration
- Financial management and program control
- Foreign disclosure
- Test and deployment
- Configuration management
- Production and manufacturing
- Quality assurance
- Logistics support
Your responsibilities will include, but are not limited to:
- Serve as an experienced and motivated professional supporting the Air Vehicles Directorate by leveraging knowledge of DoD acquisition processes and analytical methods to gather, analyze, and evaluate information for program/project managers and stakeholders.
- Apply expertise in integration, communication, coordination, organization, and planning to technical and acquisition efforts across diverse functional disciplines, ensuring AFRL/RQ programs effectively deliver and sustain Air Force warfighting capabilities.
- Analyze issues and develop solutions to improve Science and Technology (S&T) and acquisition effectiveness and compliance.
- Draft and review acquisition documentation, ensuring accuracy and quality control for S&T programs.
- Plan, schedule, coordinate, and conduct facilitation activities with host organization personnel and participating organizations.
- Provide training, facilitation, and decision-support services for offices engaged in group training sessions, collaborative efforts, working groups, or integrated product/process teams.
- Consult on subject matter, lead strategic planning events, and manage discussions involving controversial topics or differing opinions-guiding conversations toward constructive outcomes and actionable plans.
- Document agendas, attendee lists, meeting minutes, and resulting action items for official records.
- Deliver presentations and briefings to large audiences, including personnel with significant responsibilities, demonstrating strong public speaking skills.
- Teach learning modules within Anti-Tamper courses for industry and government participants, and assist with curriculum development as needed.
Experience Requirements
- Minimum of 20 years of relevant DoD work experience (waiverable with customer approval).
- At least three (3) years of experience in a SAP and/or SCI environment within the last five (5) years (waiverable with customer approval).
Education:
- Possess a MA/MS/ME degree (Master's degree may be waiverable with customer approval).

- Experience in financial management, especially in the areas of planning, budgeting, and execution analysis
- Experience with training, course instruction, and course development
Clearance Requirements:
- Active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
- Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
