Job Description
MTSI is seeking a uniquely qualified program manager SME to work in the NCR supporting a government office at WPAFB, OH. The role is representing a flag officer level leader in their absence across HAF A5/7, SAF/AQ and any other Department of the Air Force equities in day-to-day execution. Strong communication and soft skills will be used to develop and maintain support for directed activities to include regular senior leadership briefings and interactions. The focus will be on capability development and integration to address the highest priority capability gaps of the Department of the Air Force.

Responsibilities:
Your essential job functions will include but may not be limited to:
• Senior Leader Advisory
o Provide advisory support to Air Force senior leaders
o Deliver independent, data-driven insights on capability gaps, operational risks, and modernization priorities
o Assist in framing decision options
• Capability Development Support
o Refine and document capability gaps in support of requirements development, refinement, and staffing
o Assist in drafting Concepts of Operations (CONOPS) and mission-level capability frameworks
o Ensure traceability from strategic guidance to capability requirements
• Pentagon Engagement & Executive Support
o Develop and coordinate executive-level briefings, talking points, read-aheads, and white papers
o Prepare leadership for key forums (e.g., capability boards, requirements reviews, senior leader syncs)
o Capture and track taskings, decisions, and follow-up actions
• Cross-Functional Integration
o Coordinate across Air Staff, Space Staff, Joint Staff, OSD, MAJCOMs, and Combatant Commands
o Facilitate integration between requirements, acquisition, science & technology (S&T), and operational stakeholders
o Support synchronization across multiple capability portfolios
• Analytical & Technical Support
o Conduct mission engineering, operational analysis, and trade studies to inform capability decisions
o Evaluate alternatives and support courses of action (COA) development
o Analyze emerging technologies and adversary capabilities to inform future investments
• Process & Policy Support
o Provide expertise in capability development process (formally JCIDS), Planning, Programming, Budgeting, and Execution (PPBE), and DoD acquisition processes
o Support documentation, staffing, and compliance with applicable policies and governance structures
o Assist in aligning capability efforts with strategic guidance (e.g., NDS, service strategies)
• Programmatic & Portfolio Insight
o Support portfolio-level analysis to assess overlaps, gaps, and dependencies
o Assist in identifying resourcing implications and risks
o Provide recommendations to improve integration and efficiency across programs
Qualifications Required:
Even better if you have these desired skills:
• Successful track record in managing complex aerospace/defense programs.
• Knowledge and expertise in capability development and integration including MS&A activities that support programs within the USAF.
• Understanding of system of systems, operations and adversary capability.
Education:
Bachelor's degree in engineering, national security studies, systems engineering, or related field (Master's preferred)
Clearance Requirements:
• Must possess an active DoD TS/SCI with in-scope SSBI and SAP eligibility.

Qualifications Required:
- SME level knowledge in one or more of the following areas: warfighter, acquisition, Program Element Monitor (PEM) duties, knowledge of Planning, Programming, Budgeting, and Execution (PPBE), USAF HAF Operations.
- Have a minimum of fifteen (15) years related experience in above areas.
- A solid professional reputation in above mentioned communities.
- Knowledge of National, Joint/DoW, and Air Force policy, guidance, and capabilities related to warfighting and operations.
- The ability to work independently in a dynamic environment and effectively interact with numerous DoW, military/civilian personnel and industry partners researching, producing, and disseminating products.
- Solid leadership and management skills, particularly "influence management" and "conflict resolution".
- Strong communication skills - written and verbal, presentation.
- Solid problem-solving skills.
- Excellent organizational and time management skills.
