CONDITIONS OF EMPLOYMENT (cont)
The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of DoD Foreign Clearance Guide, HQ AMC, 18th AF, 618 AOC, International Clearance Branch instructions, policies, and procedures; flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety. Knowledge of safety and security regulations, practices, and procedures. Knowledge of Air Mobility Command aircraft performance capabilities and limitations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD Foreign Clearance Guide, HQ AMC, 18th AF, 618 AOC, International Clearance Branch instructions, policies, and procedures; flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of Air Mobility Command aircraft performance capabilities and limitations.
4. Knowledge of aircrew flying limitations and crew rest requirements.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Coordinates, plans, and schedules with division leadership, other organization managers, and customers as appropriate.
