Key Responsibilities:

The Manpower Analyst will support various military and defense-related projects by providing expert analysis and recommendations on manpower requirements and utilization. This role requires a deep understanding of military operations, personnel management, and the ability to synthesize data into actionable insights.
Comprehensive knowledge of manpower requirements determination, program allocation, and control. The applicant must have experience utilizing manpower data systems (such as MPES) to analyze and modify the Unit Manpower Document (UMD) and must have experience interfacing with civilian personnel functions regarding the impact of manpower changes on position classification, recruitment, and other HR areas.
Knowledge of the links between manpower management and civilian personnel management, including how changes in the Unit Manpower Document (UMD) affect position classification, organizational structure, and other human resources processes
Knowledge of manpower data systems, such as the Manpower Programming and Execution System (MPES), and the ability to analyze data to produce reports and advise leadership
Schedule individuals for processing personnel actions such as reenlistment, promotion, separation, retirement, or reassignment
Advise members on official and personal obligations incident to relocation, training, and promotion
Ensure compliance with DoD and Space Force personnel policies, directives, and procedures
Conduct detailed analysis of manpower requirements, utilization, and efficiency.
Develop, implement, and interpret military and civilian HR policies and procedures tailored to the unique operational needs of space force service component to a Combatant Command while ensuring compliance with USSF, DOD, and federal regulations
Conduct comprehensive assessments of current manpower utilization across various units and departments.
Identify gaps, redundancies, and opportunities for optimization in personnel deployment.
Collect, analyze, and interpret data related to manpower and personnel.
Maintain and update manpower databases, ensuring data integrity and accuracy.
Prepare comprehensive reports, presentations, and briefings for senior leadership.
Manage and support various projects related to manpower planning and resource allocation. Ensure projects are completed on time and within budget.
Work closely with military and civilian personnel, including senior leadership, to understand and address manpower needs.
Collaborate with other analysts and stakeholders to develop integrated manpower solutions.
Ensure all manpower planning and analysis activities comply with relevant regulations, policies, and standards
Create and maintain personnel and manpower data and records; track manpower allocations

  • Travel Requirements: Minimal 0-20%
  • Working Hours: Standard


Qualifications:

Required:
  • Bachelor's degree in a related field (e.g., Human Resources, Business Administration, Military Science).
  • Minimum of 5-10 years of experience in manpower analysis or a related field, with at least 2 years of military experience.
  • Active TS/SCI clearance.
  • Strong understanding of DoD or federal environments (Department of the Air Force preferred)
  • strong leadership, communication, and stakeholder engagement skills
  • excellent written and verbal communication skills


Desired:
  • Master's degree in a related field.
  • Experience working Department of Air Force Civilian Personnel issues, policies, and administration (Highly Desired)
  • Relevant certifications in manpower analysis or project management.
  • Additional experience in a defense or military environment, particularly in roles involving strategic planning and resource management.
  • COCOM or Service Component Experience


Scheduled Weekly Hours:

40hrs

Basic Compensation:

The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
