The C2BMC program is an IDIQ-structured effort responsible for the design, development, deployment, integration, testing, operations, and sustainment of a software-based Command and Control (C2) and Battle Management system. This system provides U.S. commanders around the world with essential situational awareness and serves as the integrating element central to MDA's missile defense missions.

THE WORK

The Command and Control, Battle Management, and Communications (C2BMC) program is a large, complex development, integration and test, fielding, maintenance and sustainment program for the Missile Defense Agency. The program supports the Missile Defense System (MDS) operations and is fielded in 30+ locations, including U.S. Strategic, Northern, European, Pacific, and Central Commands. The system operates 24/7 over multiple time zones and is the integrating element for the MDS linking regional, theater and national commands into a single strategic command & control weapon system and provides a comprehensive view of battlespace.
This position will report to the Missile Defense Solutions (MDS) Director as the Senior Program Manager for Operations, Maintenance and Sustainment efforts (OM&S) for C2BMC. The focus of this role will be on the leadership and execution of all new and existing OM&S efforts to include execution of multiple projects in support of warfighter operational needs, execution of material purchases, and C2BMC Improvement Modernization Initiative (CIMI) implementation.
Your responsibilities will include, but are not limited to:
• Primary customer interface with Missile Defense Agency Senior Leadership and Stakeholders ensuring successful execution of existing contract efforts as well as positioning the business for future growth
• Primary interface with Lockheed Martin Senior Leadership and cross business area engagement with a focus on delivering a OneLM solution to the warfighter
• Manage cost, schedule, and technical baselines for Missile Defense OM&S scope of the C2BMC program
• Closely coordinate with other C2BMC task order program managers, resource managers, solution management and release trains to ensure C2BMC program objectives are met
• Mentor the OM&S support team and establish a pipeline for talent development

WHO YOU ARE

You are an experienced Program Manager with a deep understanding of the DOD acquisition process and a proven track record in program execution. You have the ability to manage complex programs, build strong relationships across the defense sector, and drive high-impact program execution results that support warfighter operational needs.
Basic Qualifications:
• Strong Earned Value Management expertise with demonstrated ability to apply techniques on an Agile program
• Experience with large Operations, Maintenance and Sustainment programs with a geographically dispersed team
• Demonstrated ability to establish effective long term relationships with the customer and associated stakeholders
• Ability to set a common vision and communicate effectively to guide geographically distributed teams
• Working knowledge of MDA processes and procedures
• Experience leading various proposal efforts on IDIQ to include material components
• Ability to obtain Top Secret Clearance. Minimum requirement of Interim Secret Clearance required Prior to Start.
Desired Skills:
• Experience with Development programs
• Experience with USG, FMS, and DCS programs
• Knowledge of agile technologies and DevSecOps
• Strong communication skills with demonstrated success in building effective relationships with senior level customers, internal leadership, and cross-BA area stakeholders
• Demonstrated ability to successfully coordinate across multiple organizations, stakeholders and functions
• Demonstrated ability to work within a matrixed organization

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $157,800 - $278,185. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
