Job Description

Position Title: Software Developer, Senior

Location: Remote (Must be within commutable distance of Lanham, MD)

Salary: $180,000.00 +

*This position is contingent upon award of contract

Position Summary:

Command Cyber Solutions, LLC (CCS) is seeking a Software Developer, Senior to provide hands-on software development support for the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services (TCSDS) contract supporting the Internal Revenue Service (IRS). This role is responsible for designing, developing, testing, and deploying software capabilities for tax credit processing solutions using Agile methodologies in bi-weekly sprint cycles. The Senior Developer works within cross-functional development teams to implement user stories, write clean and maintainable code, conduct peer code reviews, and deliver high quality software that meets IRS enterprise standards for security, performance, and accessibility. This position supports full stack web application development, API integration, data processing, and cloud-native application development on AWS GovCloud infrastructure. The successful candidate will have demonstrated experience developing enterprise software applications in federal environments with expertise in modern development frameworks, cloud technologies, and Agile delivery practices.

Essential Duties and Responsibilities:
  • Design, develop, test, and deploy software capabilities implementing tax credit processing requirements and OB3 legislative provisions within bi-weekly sprint cycles using Agile development practices.
  • Write clean, maintainable, well-documented code following IRS coding standards, secure development practices, and established development patterns.
  • Develop full stack web applications including front end user interfaces, back end services, RESTful APIs, and data access layers for tax credit validation, processing, and case management functionality using Pega platform and modern development frameworks.
  • Implement integrations with IRS enterprise systems including ECO Portal, Enterprise API Gateway, Enterprise Data Platform (EDP), and Enterprise Case Management (ECM) to support tax credit workflows and data exchange between systems.
  • Develop business logic for tax credit validation, eligibility determination, fraud detection, and data accuracy controls in accordance with federal tax credit program requirements using Pega business rules engine and custom application code.
  • Conduct peer code reviews, provide constructive feedback to team members, and incorporate feedback from code reviews.
  • Write and maintain unit tests, integration tests, and automated test scripts to ensure code quality and support Continuous Integration/Continuous Deployment (CI/CD) pipelines.
  • Participate in Agile ceremonies including sprint planning, daily standups, backlog refinement, sprint reviews, and retrospectives, providing accurate estimates and status updates.
  • Collaborate with Business Requirements Specialists to clarify user story acceptance criteria, identify technical constraints, and ensure requirements are implemented within sprint timeframes.
  • Work with QA/Testing Engineers to support test case development, reproduce and resolve defects, and ensure delivered code meets acceptance criteria and quality standards.
  • Coordinate with the Technical Lead on technical implementation approaches, development patterns, and resolution of complex technical challenges.
  • Support deployment activities including code commits to GitHub repositories, deployment package preparation, and coordination with DevOps teams for tax credit solution releases to production environments.
  • Develop and maintain technical documentation including code comments, API documentation, deployment guides, and system configuration documentation supporting tax credit processing operations.
  • Ensure all developed code complies with IRS security requirements including secure coding practices, vulnerability scanning, and remediation of security findings.
  • Implement accessibility (508) requirements in user interface development, ensuring compliance with federal accessibility standards for all delivered capabilities.
  • Support production incidents and troubleshooting activities, diagnosing issues, implementing fixes, and coordinating with production support teams as needed.
  • Participate in knowledge transfer activities, documenting code and system functionality to support Government understanding and future maintenance.


Education, Certification & Experience:

Education:
  • Master's Degree in Computer Science, Information Technology, Software Engineering, or a related field; OR Bachelor's Degree with 4+ years of additional relevant experience

Certifications:
  • Ability to obtain and maintain IRS Public Trust clearance (Required).
  • AWS Certified Developer Associate (Preferred).
  • Certified Scrum Developer (CSD) or SAFe Practitioner (SP) (Preferred).


Experience:
  • 8+ years of professional software development experience in enterprise IT environments with demonstrated progression to senior development roles.
  • Experience with Pega platform development including case management solutions, business rules configuration, UI development, and API integrations, OR experience with comparable low-code/no-code enterprise platforms with ability to learn Pega rapidly.
  • Experience developing full stack web applications including front end development using React, Angular, or Vue.js and back end development using Java, Node.js, .NET, or Python.
  • Experience with RESTful API development, microservices architectures, and API integration patterns for enterprise system-to-system integrations.
  • Experience developing and deploying applications on AWS GovCloud using services including EC2, S3, RDS, API Gateway, CloudWatch, and other AWS GovCloud capabilities.
  • Experience with version control (Git/GitHub), CI/CD pipelines, and automated testing frameworks in Agile delivery environments.
  • Experience working in Agile/Scrum development environments with bi-weekly sprint execution and continuous delivery practices.
  • Experience supporting federal or Department of War IT programs with understanding of government development standards, IRS OneSDLC processes, and federal compliance requirements.


Knowledge:
  • Knowledge of Pega platform development including case management design, business rules configuration, data modeling, and integration patterns, OR knowledge of comparable low-code/no-code platforms with demonstrated ability to learn new technologies rapidly.
  • Knowledge of cloud native application architectures including containerization, serverless computing, API-first design, and Infrastructure-as-Code (IaC) in AWS GovCloud environments supporting federal tax processing systems.


Skills:
  • Skilled at debugging complex application issues across multiple layers (UI, API, database) using logs, debuggers, and monitoring tools to identify root causes and implement fixes.
  • Skilled at recognizing when code complexity is becoming unmaintainable and proactively refactoring to improve readability, reduce technical debt, and enable future extensibility.


Abilities:
  • Able to balance competing demands for speed versus quality, knowing when to deliver work codes quickly versus when to invest time in thorough testing and optimization.
  • Able to learn new technologies, frameworks, and IRS enterprise systems rapidly through documentation review, experimentation, and collaboration with experienced team members.


Working Conditions:
  • This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
  • Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
  • Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
  • Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
  • Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
