Job Description

Duties

  • Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities.
  • Serves as a senior IT specialist in assessing and implementing cyber security requirements.
  • Performs studies and establishes plans of action for improving the efficiency and cyber security of information technology applications.
  • Represents the organization at conferences and meetings and presents briefings.

  • Must be eligible for a TS or TS/SCI security clearance (Special Compartmented Information), as required by duty location. Must obtain and maintain a Top Secret security clearance as a condition of employment.
  • Employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
  • Work may occasionally require travel away from the normal duty station and require travel on military and commercial aircraft.
  • Recall to duty may be a requirement of this position.
  • Information Assurance Certification is a condition of employment. Information Assurance (IA) work as a paramount duty requirement, must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted. Failure to receive the proper IA certification may result in removal from this position. This position has been designated as IAT Level II, Security+ Certification.
  • Drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Advance in hire may be authorized if there is demonstrable proof provided on your resume
  • Leave accrual may be authorized upon request
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes demonstrating the ability to develop IT policies and plans and to assess impact of changed policy and emerging by utilizing the IT security, principles, concepts, regulations, methods, advancements, design, development, testing and applications, both hardware and software.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of IT principles, concepts, and methods.
  • Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
  • Knowledge of a full range of IT security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; to monitor and evaluate systems compliance with IT security requirements; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; to plan and conduct security accreditation reviews for installed systems or networks; and to recommend new or revised security measures and countermeasures based on the results of accreditation reviews.
  • Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
  • Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
