Responsibilities
The Sponsor is looking for a highly skilled Systems Engineer with proficiency in various technologies supporting communications, radio frequency (RF), and optical systems and signatures, and TEMPEST evaluations or countermeasures.
The ideal candidate will be creative, self-driven, curious, engineering- and research-oriented and comfortable defining a path through ambiguity toward high-level goals. The successful candidate should be comfortable applying engineering expertise to risk assessment and mitigation. The systems engineer will support the Sponsor's overall counterintelligence threat analysis of technical devices and communication systems. All personnel joining the Sponsor's organization will undergo an additional security review prior to arrival, which may take anywhere from 7 business days to 45+ days.

The systems engineer will support the Sponsor's overall counterintelligence threat analysis of technical devices and communication systems. Responsibilities include, but are not limited to, the following:
- Provide initial security risk analysis using both quantitative and qualitative approaches, develop analytic judgments such as relevance or vulnerabilities, and prepare briefings and reports documenting the methodologies and results.
- Develop and execute advanced security strategies and solutions, to ensure systems and data are protected against evolving threats.
- Recommend system enhancements to improve security deficiencies.
- Provide independent counterintelligence assessments of projects regarding technical risk, including risk definition, assessment, prioritization, and mitigation.
- Perform technical analysis of communication systems and infrastructure to ensure compliance with security criteria and mission constraints and provide analysis, mitigations, and countermeasure recommendations.
- Review technical challenges, propose courses of action, and document recommendations.
- Provide technical expertise, including a detailed understanding of current systems and potential system improvements.
- Provide highly specialized knowledge and expertise to support requirements or issues related to threats and vulnerabilities, policies and regulations, intelligence, and optimizing organizational processes and needs.
- Engage effectively with Sponsor personnel at all levels and collaborate across multiple offices and organizational levels to meet mission needs.
- Communicate effectively with team members, managers, stakeholders, and business partners throughout the project lifecycle, including project updates, scope changes, challenges, schedule adjustments.
- Communicate technical concepts clearly and effectively, both verbally and in writing, to technical and non-technical audiences.

Qualifications
- Must possess and be able to maintain a TS/SCI clearance with Polygraph.
- Minimum of 10 years of experience with a Bachelor's degree in a technical field (MS 8-10, PhD 5-7) or minimum of 16 years of experience in systems engineering or information technology with applicable technical certification(s).
- At least 10 years of experience in engineering and/or specialty field in a secure environment and 3+ years supporting the Sponsor.
- Thorough understanding of systems engineering with strong attention to detail.
- Experience working with computer HW/SW, associated peripherals, and telecommunications networks.
- Knowledge and familiarity with computer hardware and software (HW/SW), especially network security and monitoring applications and configuration.
- Expertise in RF communication technologies and protocols to include specific knowledge regarding potential vulnerabilities that could present CI risks.
- Knowledge of regulatory standards and spectrum management.
- Experience evaluating and prioritizing all analytical requests.
- Familiarity with cybersecurity considerations in communications systems.
- Experience with OPS documentation and plans, messaging and/or technical intelligence reports.
- Ability to engage effectively with Sponsor personnel at all levels and collaborate across multiple offices and organizational levels to meet mission needs.
- Ability to communicate technical concepts clearly and effectively, both verbally and in writing, to technical and non-technical audiences.
- Demonstrated experience and interest in contributing to a positive work environment.
- Strong problem-solving and analytical skills.
- Ability to work in a team-oriented environment.
Desired Skills:
- Ability to travel locally and OCONUS, as needed.
