Description
Altus Technology Solutions is seeking a Mid-Level Project Manager to support energetic materials manufacturing, engineering projects, and production programs at Naval Surface Warfare Center Indian Head Division (NSWC IHD). This role supports program execution across energetics manufacturing, facilities modernization, engineering projects, and production operations.
The Project Manager will be responsible for managing projects from initiation through completion, including project planning, cost estimating, Earned Value Management (EVM), production support, scheduling, and reporting. This position requires a strong understanding of manufacturing environments, engineering processes, and project lifecycle management.
This role is critical to supporting warhead production programs and new engineering initiatives where additional project management support is required to maintain project plans, cost estimates, and EVM reporting requirements.
Primary Responsibilities:
Manage technical and production projects from project initiation through execution and closeout
Develop and maintain project plans, schedules, budgets, and staffing plans
Support Earned Value Management (EVM) tracking, reporting, and analysis
Develop cost estimates and support proposal and project planning activities
Coordinate with engineers, scientists, manufacturing personnel, safety personnel, and government stakeholders
Support warhead production and energetics manufacturing programs by tracking production schedules, resources, and milestones
Track project cost, schedule, and performance metrics and provide status updates
Identify risks to project cost, schedule, or technical performance and develop mitigation strategies
Prepare and support monthly status reports, project reviews, and program reviews
Support Program Monthly Reviews (PMRs) and Monthly Status Reports (MSRs)
Coordinate facility, equipment, manufacturing, and engineering project efforts
Ensure project documentation, reporting, and deliverables are completed on time
Support modernization, renovation, and engineering upgrade projects across manufacturing facilities
Assist with planning and execution of engineering and manufacturing projects across multiple task areas
Communicate project status, risks, and issues to leadership and stakeholders
Ensure projects comply with safety, security, and government requirements
Perform other duties as assigned to support operational and organizational objectives
Qualifications:
Required:
Active U.S. DoD SECRET Security Clearance (Must have interim clearance before start date)
Bachelor’s degree in Engineering, Project Management, Business, or related field
5–8 years of project management experience supporting engineering, manufacturing, production, or DoD programs
Experience managing projects in manufacturing, production, engineering, or industrial environments
Experience with project scheduling tools (MS Project or similar)
Experience developing cost estimates and tracking project budgets
Experience with Earned Value Management (EVM) or project cost/schedule tracking
Experience managing projects from planning through execution and completion
Strong organizational, communication, and leadership skills
Ability to coordinate across engineering, manufacturing, safety, and government teams
Must be able to obtain and maintain NSWC Indian Head Qualification Certifications, including completion of a DOT medical exam if required for qualification.
Preferred:
Experience supporting energetics, ammunition, explosives, manufacturing, or defense programs
Experience working at NSWC Indian Head or similar DoD engineering/manufacturing environments
PMP certification or equivalent project management certification
Familiarity with OP-5 Ammunition and Explosives Safety Ashore
Experience supporting facility upgrades, equipment upgrades, or manufacturing process improvements
Experience supporting production programs or industrial modernization projects
Experience supporting Earned Value Management reporting for government programs
