The Boeing Test & Evaluation (BT&E) team is currently seeking a Test Beds Maintenance Operations Manager (Level K) in Berkeley, Missouri. This role will manage represented IAM 837 Flight Operations Mechanics (FOMs) in the Test Operations & Engineering organization in support of Air Dominance, Phantom Works, and Weapons programs.

The Test Operations & Engineering organization supports a wide variety of testing with crucial work across all of Lab and Flight Test and collaborates frequently with BDS programs and production operations. The Test Beds FOM's support all Boeing work for the fleet of Test Beds aircraft including: TA-4J Skyhawks, 757-200, Global 6000, Challenger 604 & 650, Beechcraft 1900D, and King Air E90 & 300. They work closely daily with the maintenance analysts who support all activities for aircraft scheduling/certifications/subscriptions, supplier discussions, leasing, and program operations integration. This management role will work directly with the mechanics, engineers, technicians, and test teams to support all maintenance and test beds modifications. They also work closely with ramp personnel, flight operations, pilots, safety focals, airport focals, and the FAA.

The team is growing and looking to add an Test Beds operations manager to execute in a dynamic work environment with numerous business partners spread across several programs/tests and multiple St. Louis area buildings.

Position Responsibilities:
  • Manage union employees performing mechanical and technical activities in the areas of Test Operations , in line with IAM 837 contractual requirements
  • Develop and maintain relationships and partnerships with customers, stakeholders, business partners, peers, and direct reports
  • Develop and execute project and process plans
  • Implement policies and procedures and set operational goals
  • Acquire resources for projects and processes
  • Provide oversight and approval of technical approaches, products and processes
  • Manage, coach, mentor, develop, and motivate team members
  • Responsibility for the safety and quality of the team's work, including hazard mitigation, corrective action, and BPSM/RCCA participation
  • Manage aircraft fleet modifications
  • Manage costs and budgetary goals, ensuring performance aligns with plans while proactively identifying risks and opportunities
  • Manage the continued airworthiness of Experimental aircraft in accordance with the Federal Aviation Regulations


This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

Basic Qualifications (Required Skills/Experience):
  • Active U.S. Secret Security Clearance (US Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • 3+ years of experience in laboratory testing, data analysis, instrumentation, system integration, manufacturing (Assembly, Integration & Test)
  • Experience managing a Collective Bargaining Unit (CBU)/hourly union-represented workforce


Preferred Qualifications (Desired Skills/Experience):
  • Bachelor's Degree or higher in an Engineering, Aviation, Aviation Safety or related field
  • FAA Mechanic certificate with Airframe and Powerplant ratings
  • Test and Evaluation experience
  • Current Federal Aviation Administration Inspection Authorization
  • Experience in Business Aviation Flight and Aircraft Maintenance operations
  • Experience working under FAA 14 CFR Part 145 Repair Station Regulations
  • Experience in experimental aircraft modification design and implementation
  • Experience with Earned Value Management (EVM)
  • Experience with Lean+ and/or Lean 5S
  • Experience with BPSM/RCCA processes
  • Experience leading a team for process improvements
  • Knowledge of Boeing's organizations, processes, program plans, policies and procedures, and products required to effectively perform functional responsibilities
  • Experience working with business partners for integrated schedules, work instructions and planning, estimating, and cost analyses

Summary Pay Range: $141,100 - $190,900
