Help

  • Accomplishes flight planning. Flight-follows missions to completion.
  • Resolves operational issues affecting unconventional and complex mission legs and evaluates the mission impact of delays and/or cancellations.
  • Keeps USAFE-AFAFRICA senior staff apprised of status and developments for assigned missions.
  • Serves as a lead subject matter expert advising senior A34 and USAFE/AFAFRICA staff on a variety of air mobility operational issues.
  • Develops, analyzes, evaluates, and maintains air mobility metrics.

  • These actions should be scheduled for accomplishment within 120 days of being hired.
  • Successful completion of recurring proficiency training within established timelines as required by FAA, USAF, and local policy. Evaluations may be written, verbal, or operational demonstration in live or simulated flight manager environments.
  • Flight managers will possess a current, FAA approved dispatcher license or obtain one within uniformly prescribed time limits prior to assuming unsupervised duties of the position.
  • This shift work position includes weekends and holidays. As required by the supervisor, incumbent may need to work extended hours. Position may require incumbent to be on-call to support worldwide operations and short-notice, high-priority missions.
  • Familiarization with C-130/KC-135/C-21/C-20/C-37/C-40 aircraft capabilities, performance configuration, limitations, etc., is highly desirable.
  • Must be able to obtain and maintain a Secret security clearance.
  • Current or recent aircrew operations experience is highly desirable.
  • TDY (Temporary Duty) may be required. TDY may require the use of military or commercial transportation.
  • Working knowledge of all applicable flight publications, DoD/AF/AMC/USAFE/AFAFRICA instructions/directives, computer office systems, World Wide Web applications, flight planning documents/systems is highly desired.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

Conditions of Employment Continued:
  • This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems, that demonstrated an extensive knowledge of and experience in the technology, system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Examples of specialized experience includes: Thorough knowledge of command and control operations to include the HQAMC TACC, A34, and enroute locations; knowledge of the command organization and the work processes of associated air mobility programs as they are integrated throughout the command at each air base or mission location; knowledge of DoD/JCS/Air Force air mobility directives, regulations, policies and procedures to plan and manage air mobility systems and/or services to satisfy user requirements; Broad knowledge of operations, practices, and policies of the command's functional activities to develop, integrate, and coordinate air mobility plans and missions; Broad knowledge of the command's air mobility operations, plans, concept, policies, and missions worldwide and status of the world's international political-military relations regarding USAFE missions to ensure adequate force protection; Knowledge of aircraft performance capabilities and limitations to include range, fuel requirements, configuration, loading, takeoff data and weight restrictions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of air mobility operations, plans, policies, practices, and procedures.
  • Knowledge of various factors involved in total flight planning, including the enroute mobility system, locations, capabilities, restrictions, and unique limitations; aircrew flying limitations and crew rest requirements; and aircraft systems, performance capabilities, and limitations, air mobility directives, plans, regulations, techniques, systems and processes.
  • Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, European and African air traffic control systems, airfield information and restrictions, enroute supplements, i.e. runway length, load-bearing capability, type of fuel available, etc.
  • Knowledge of flying instructions, Flight Information Publications (FLIP) documents and guidelines, worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, flight safety issues, and worldwide diplomatic clearance requirements and procedures.
  • Skill and ability to communicate effectively, both orally and in writing; ability to analyze, develop, and prioritize mission requirements in real-time work environment; ability to calmly and efficiently work under conditions that may be stressful and rapidly changing.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
