This advanced Executive Administrative position supports CESER's critical mission to strengthen security and resilience of the U.S. energy sector from cyber, physical, and natural hazard risks. This role demonstrates mastery and efficiency in all administrative functions while providing enhanced support for complex correspondence management and staff oversight. The position serves as the primary escalation point for administrative issues and manages the end-to-end process for critical, sensitive, and controlled correspondence including eDOCS, IG, GAO, LRM, FOIA, and similar high-priority initiatives. This role requires sophisticated understanding of government operations and the ability to manage and control workflow for on-site administrative staff while maintaining the highest standards of security and discretion essential to national energy security operations.

Key Responsibilities:
Advanced Administrative Functions:
- Perform all below functions with demonstrated mastery and efficiency in all administrative functions
- Provide comprehensive daily administrative support to one or more senior-level managers or department heads
- Maintain consistent presence at CESER Front Desk during regular business hours (8:00 AM - 5:30 PM), acting as primary point of contact
- Execute core administrative functions across four key areas:
- Administration Management
- Executive Administrative Functions
- Executive Scheduling
- Executive Timekeeping Management
- Function as primary escalation point and first-level problem solver for complex issues encountered by administrative support staff
- Provide guidance and resolution for administrative challenges across the office
Staff Management and Coordination:
- Manage and control workflow for on-site administrative staff
- Delegate tasks effectively with appropriate prioritization
- Conduct quality assurance for administrative work products
- Mentor and guide lower-level administrative staff
Critical Correspondence Management:
- Support end-to-end process for critical, sensitive, and controlled correspondence
- Manage eDOCS, IG, GAO, LRM, FOIA, and similar high-priority initiatives
- Provide oversight from initial receipt through final resolution and archiving
- Ensure compliance with ES, GAO, and IG procedures and DOE's Correspondence Style Guide
- Complete quarterly reporting for IG/GAO using DARTS system
Enhanced Security and Compliance:
- Handle Controlled Unclassified Information (CUI), Official Use Only (OUO), Confidential, and Personally Identifiable Information (PII)
- Maintain strict adherence to security protocols and Departmental guidelines
- Coordinate with CESER HQ Security Officer regarding foreign nationals meetings and secured meeting rooms
- Develop and maintain Standard Operating Procedures (SOPs) for all functional activities
Program Coordination:
- Support Asset Management efforts for CESER Senior and Executive Leadership
- Manage SharePoint site messaging and visuals for SOPs
- Process requests for leadership speaking engagements and public events
- Coordinate with external requestors to negotiate due dates and mitigate operational disruptions
Required Qualifications:
Education:
- Bachelor's degree in Business, Organizational Communications, Political Science, Management, or related field from an accredited college or university
- Advanced degrees may be substituted for years of experience required
Experience:
- Minimum 7 years of total professional experience
- At least 5 years of relevant Government work experience
- Extensive experience in senior-level administrative support, supporting Senior Executive Service/GS-15 level and above
- Demonstrated experience managing administrative staff and complex workflows
- Experience with controlled correspondence and federal compliance processes
Technical Skills:
- Proficiency working in MS Windows environment
- Expert-level proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
- Ability to draft Word documents and PowerPoint presentations for federal review
- Advanced ability to utilize Excel to track and review data and perform analysis for federal use
- Proficiency with DARTS (Departmental Audit Reporting & Tracking System)
- Experience with SharePoint site management
- Knowledge of government correspondence systems (eDOCS)
Specialized Knowledge:
- Comprehensive knowledge of DOE administrative policies, procedures, and requirements
- Understanding of Inspector General (IG) and Government Accountability Office (GAO) processes
- Knowledge of Freedom of Information Act (FOIA) procedures
- Familiarity with records management programs and compliance requirements
- Understanding of Enterprise Internal Controls requirements
Leadership and Management Skills:
- Demonstrated ability to manage and mentor administrative staff
- Experience in workflow management and quality assurance
- Ability to serve as escalation point for complex administrative issues

- U.S. citizenship required (or lawfully admitted permanent resident with appropriate immigration documentation)
- Must pass enhanced background investigation for PIV card
- Experience handling classified information and sensitive materials
- Understanding of visitor control procedures and classified space requirements
Performance Standards:
- Work products require no more than 3 iterations to complete
- Maintain indexed decision logs for all actions
- Provide uninterrupted front desk coverage during business hours
- Submit travel vouchers within 5 business days of completion
- Deliver meeting minutes within 24 hours of meeting completion
- Proper formatting of controlled correspondence without spelling/grammar errors
- Timely completion of quarterly IG/GAO reporting requirements
- Effective management of administrative staff workflow and quality assurance
- Successful resolution of complex administrative issues as primary escalation point
- Maintenance of comprehensive tracking systems for controlled correspondenc
