Job Description

Duties

  • You will serve as the Installation Training Officer (ITO) responsible for administering an efficient and effective shore installation training program.
  • You will ensure the installation complies with training requirements mandated by law, regulation, DOD or Navy policy.
  • You will advise and assist management in their responsibility to ensure military members and civilian employees complete required training.
  • You will identify requisite courses to be completed by military members and civilian employees, notifies management of course availability, cost, etc.
  • You will assess deficiencies or gaps in individual employee's training objectives or rquirements.
  • You will prepare individual action plans for management review/ consideration while keeping senior management apprised of status of aciton plans.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • A valid driver's license is required.

Qualifications

GS09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience providing assistance in identifying training requirements and researching appropriate sources to ensure availability for training events;
  • Experience assisting with the coordination of periodic exercises and preparing for installation training drills;
  • Experience compiling personnel training completion and documenting into Navy Training Information Management System (NTIMS) or similar training databases;
-OR- master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

GS11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience developing and overseeing installation training policies and operating procedures and recommend changes or modifications for program improvements;
  • Experience planning, leading and coordinating drills and exercises to ensure mission driven readiness, logistical, safety, and regulatory requirements are in place;
  • Experience administering various training programs for personnel IAW directives and local policy and affirming satisfactory training completion;
-OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or- LL.M., if related
