Job Description
The Red Gate Group is seeking a Budget Analyst to support anticipated programming with the Department of War (DoW). This opportunity will provide program support, policy support, and technical assistance services to support Counterdrug (CD)/Counter-Transnational Organized Crime (CTOC)/Counter-Threat Finance (CTF) mission needs of the Office of the Secretary of Defense (OSD), The Joint Staff, Combatant Commands (CCMDs), Military Departments, and Defense Agencies.
This position is contingent upon contract award.

Responsibilities
- Support USG resource decision-making by analyzing short- and long-term CD/CTOC/CTF program requirements across OSD, Joint Staff, CCMDs, Military Departments, and Defense Agencies in line with annual program and budget guidance.
- Review CD/CTOC/CTF program, budget, and execution data for accuracy, justification, and compliance with DoD budget policy; prepare program resource packages for USG review supporting the PPBE process and execution of the DoD CD appropriation.
- Assist in setting investment priorities by supporting fact-finding, workload modeling, feasibility and efficiency studies, cost projections, and analyses across domestic and international portfolios.
- Support administration and execution of CD funding, including reprogramming actions, monitoring monthly budget execution across CCMDs, Military Departments, and Defense Agencies, and assisting with routine and special audits.
- Quickly assimilate portfolio scope, objectives, and priorities to provide real-time oversight, deliver briefings, conduct analysis, and present informed recommendations to leadership.
- Operate effectively in ambiguous, fast-paced environments by adapting with limited guidance, pivoting as needed, and delivering clear, confident, and timely recommendations.
Requirements
- Active Top Secret clearance with SCI eligibility.
- Master's degree from an accredited college/university in a relevant field of study .
- Ten (10) years' experience providing services to senior general/flag officer ranks and/or SES levels within the DoW , other government agencies, or industry corporate equivalents, and will be expected to perform at the level of a mid-range GS-15 equivalent.
- Expert-level knowledge in the application of resource management principles associated with the DoW PPBE process and the Federal budget process. This includes an understanding of, and experience with, congressional authorizations and appropriations, DoW funding authorities, and Office of Management and Budget and Department of the Treasury policies, directives, and regulations .
- Extensive expertise in DoW financial Enterprise Resource Systems (ERP) and manpower databases, with a deep understanding of budgeting cycles, cost estimation methodologies, and resource allocation frameworks.
- Proven ability to navigate and optimize ERP financial platforms, and analytical systems to ensure data integrity, compliance with federal regulations, and alignment with organizational objectives . Skilled in leveraging manpower data analytics to support strategic decision-making, personnel planning, and operational efficiency .
- Exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with Do W and other USG staff in the performance of all duties, tasks and services .
