Overview
Job Title: Senior Program Management AnalystLocation: San Diego, CA Position OverviewSenior Program Management Analyst shall support the Program Office in successfully accomplishing program objectives and providing direct support to different stakeholders. Support services in the maintenance and delivery of management data include: Work Breakdown Structure (WBS), Project schedules, Progressive or special reports and supporting documentation, and Plan of Action and Milestones (POA&Ms) and Defense Business Systems Problem Statements; attend and provide recommendations and comments in meetings; create all supporting documentation necessary to facilitate Government attendance and participation in the meeting; prepare and deliver conference or meeting agendas which outlines the purpose, location and schedule and the associated presentation material in the form of slides and or handouts; and document significant understandings, recommendations or suggestions, decisions reached and action items resulting from discussions in the form of conference or meeting minutes or reports. Key Responsibilities: Works on high-visibility or mission critical aspects of a given program and performs all functional duties listed below independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Possess experience applying data management, data analysis, and data visualization; experience in designing multiple data visualization techniques, and applying the most appropriate visualization tailored to various audiences; specialized project management support experience with a Navy acquisition program or related/comparable project management support experience with Department of Defense (DoD) agencies.
• Conduct organizational studies and evaluations, design systems and procedures.
• Conduct work simplification and measurement studies.
• Prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
• Apply analytic techniques in support of the evaluation of program/project objectives.
• Analyze requirements, status, budget and schedules.
• Perform management, technical, or business case analyses.
• Collect, complete, organize and interpret data relating to projects and programs.
• Track program/project status and schedules.
• Apply government-instituted processes for documentation, change control management and data management.
Responsibilities
Required Qualifications
• Master's Degree plus 10 years relevant experience or Bachelor's Degree plus 14 years relevant experience.
• DAWIA Level III Certification in Program Management or equivalent (e.g., PMP).
• Direct experience supporting Navy C2 programs (GCCS-M, MTC2, C2P preferred)
• Understanding of OPNAV, SECNAV, and OSD processes and practices
• Excellent oral and written skills.
• Excellent critical thinking skills.
• Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook.
• Ability to work independently and as a team member.
• Ability to learn and apply project management concepts to assigned duties. Security Clearance: Must be able to obtain and maintain the required security clearance for the position.
