About the Job
The Dissemination Specialist, Team Lead supports the U.S. Army Intelligence and Security Command Data Capabilities Division by leading cross-domain dissemination and intelligence content movement across U.S. and multinational networks. This full-time position is based on-site at Fort Belvoir, Virginia, and is responsible for overseeing the controlled transfer, posting, tracking, and registration of intelligence products to approved users, organizations, and repositories while ensuring strict compliance with classification, releasability, and security procedures. Reporting to government leadership, this role serves as the senior lead for dissemination operations, supervising personnel, maintaining process discipline, supporting modernization of cross-domain workflows, and ensuring intelligence reaches authorized customers accurately, securely, and on time.

Reporting to government leadership, this role serves as the senior lead for dissemination operations, supervising personnel, maintaining process discipline, supporting modernization of cross-domain workflows, and ensuring intelligence reaches authorized customers accurately, securely, and on time.
Responsibilities
Cross-Domain Dissemination Leadership
- Lead daily dissemination operations supporting intelligence product movement across multiple security domains and approved mission networks.
- Supervise dissemination personnel and assign work to maintain timely, accurate, and compliant performance.
- Oversee the transfer, posting, and registration of intelligence products and associated material into approved intelligence repositories.
- Ensure dissemination activities align with approved classification, releasability, and foreign disclosure guidance.
Process Control and Quality Assurance
- Oversee manual and automated cross-domain transfer procedures, including dirty-word scan coordination, human review requirements, and removable media controls.
- Ensure all required Army Data Auditing Manager and task log entries are complete, accurate, and timely.
- Review dissemination workflows for errors, potential spillage risks, and process gaps, and implement corrective actions.
- Manage the review, revision, and maintenance of dissemination Standard Operating Procedures and related process documentation.
Metadata, Tools, and Content Tracking
- Ensure accurate generation, modification, and quality control of product metadata using government-directed tools.
- Direct the use of the Document Dissemination Tool, Create Organize Retrieve and Evaluate (CORE) tool, Product Control Number database, Microsoft Office, SharePoint, and related government platforms.
- Monitor tearline processing, message handling, and product movement to support broad access to releasable intelligence reporting.
- Track dissemination gaps across networks and coordinate remediation efforts.
Coordination and Modernization
- Brief leadership and stakeholders on dissemination status, operational issues, and process improvement opportunities.
- Coordinate with government leads and supported organizations on dissemination requirements, user access, and process changes.
- Identify cross-domain technology, policy, and workflow gaps and recommend improvements that reduce manual effort and strengthen security.
- Participate in working groups and forums focused on dissemination, cross-domain operations, and related mission processes.
Required Qualifications
- Minimum of four years of experience leading teams and managing work tasks related to intelligence planning, collection, processing, analysis, or dissemination.
- Minimum of 12 years of related experience with some recent experience, or 10 years of demonstrated experience within a Department of Defense or Intelligence Community intelligence discipline within the last two years.
- Demonstrated experience making complex classification decisions and supporting one or more of the following areas: coalition or foreign partner operations, foreign disclosure, intelligence dissemination, or cross-domain operations.
- Current Department of Defense Top Secret / Sensitive Compartmented Information clearance.
- Ability to obtain a Counterintelligence polygraph.
- Strong ability to deliver professional briefings and presentations to diverse audiences.
- Demonstrated ability to draft, maintain, and update Standard Operating Procedures.
- Demonstrated ability to develop reports that combine narrative text and graphics to communicate complex information clearly.
- Working understanding of metadata and intelligence product handling requirements.
- Ability to coordinate effectively with small groups on data and information requirements.
Preferred Qualifications
- Senior-level experience in intelligence dissemination or a closely related intelligence discipline within the Department of Defense or Intelligence Community.
- Advanced Microsoft SharePoint experience.
- Bachelor’s degree in a related field.
- Experience supporting cross-domain modernization, process automation, or dissemination workflow improvement.
