Position Summary:
Command Cyber Solutions, LLC (CCS) is seeking a Software Developer, Senior to serve as the Technical Lead Alternate for the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services (TCSDS) contract supporting the Internal Revenue Service (IRS). This role provides hands-on software development support while serving as the backup technical authority and Continuous Integration/Continuous Deployment (CI/CD) pipeline owner for production services and data engineering operations. The Technical Lead Alternate is responsible for managing CI/CD pipelines, supporting production releases, and providing technical leadership in the absence of the Technical Lead. This position ensures application availability, infrastructure management, configuration optimization, and production support for the Tax Credit Portfolio's service-oriented architecture. The successful candidate will have demonstrated experience with DevOps practices, CI/CD automation, production support, and technical leadership on federal Information Technology (IT) programs.

Essential Duties and Responsibilities:
- Serve as the backup technical authority for software engineering decisions, code quality standards, and technical direction when the Technical Lead is unavailable or during periods of high workload.
- Own and manage CI/CD pipeline operations including build automation, deployment orchestration, automated test execution, and release management for all Tax Credit solution deployments.
- Design, implement, and maintain automated build and deployment pipelines using tools such as Jenkins, GitLab CI, AWS CodePipeline, or similar CI/CD platforms, integrating automated test execution provided QA/Testing Engineers.
- Manage code repository operations including branch management, merge conflict resolution, release tagging, and enforcement of Git workflow standards across development teams.
- Coordinate production releases including deployment package preparation, deployment scheduling, pre-deployment validation, deployment execution, and post-deployment verification.
- Provide production support for Tax Credit applications including incident response, troubleshooting, root cause analysis, and implementation of fixes for production issues.
Monitor application performance, system health, and infrastructure metrics, identifying performance bottlenecks and implementing optimizations to ensure application availability. - Manage Infrastructure-as-Code (IaC) implementations using Terraform, CloudFormation, or similar tools to ensure consistent, repeatable infrastructure deployments.
- Conduct regular configuration reviews and adjustments to optimize application performance, resource utilization, and cost efficiency in AWS GovCloud environments.
- Support application upgrades, patches, and maintenance activities, ensuring minimal disruption to production operations and coordinating with IRS IT delivery partners.
- Manage containerization and orchestration using Docker and Kubernetes, ensuring applications are properly containerized and deployment configurations are optimized.
- Implement and maintain monitoring, logging, and alerting solutions using tools such as CloudWatch, Splunk, or ELK stack to provide visibility into application health.
- Implement integration with IRS enterprise systems including ECO Portal, Enterprise API Gateway, Enterprise Data Platform (EDP), and Enterprise Case Management (ECM) platforms.
- Conduct code reviews in the absence of the Technical Lead, ensuring code quality, security compliance, and adherence to development standards.
- Coordinate with development teams, QA engineers, and Database Architects to ensure smooth deployments and resolve technical issues impacting production services.
- Design, develop, test, and deploy software capabilities implementing user stories and acceptance criteria within bi-weekly sprint cycles using Agile deployment practices.
- Write clean, maintainable, well-documented code following IRS coding standards, secure development practices, and established development patterns for Tax Credit solution features.
- Develop full stack web applications including front end user interfaces, back end services, RESTful APIs, and data access layers using Pega platform alongside front end technologies (React, Angular, Vue.js) and back end languages (Java, Node.js, .NET, Python).
- Develop and maintain technical documentation including CI/CD pipeline configurations, deployment procedures, runbooks, and infrastructure documentation.
- Support the Technical Lead with technical risk management, development standards enforcement, and coordination across development teams.
Education, Certification & Experience:

- Master's Degree in Computer Science, Information Technology, Software Engineering, or a related field; OR Bachelor's Degree with 4+ years of additional relevant experience
Certifications:
- Ability to obtain and maintain IRS Public Trust clearance (Required).
- AWS Certified DevOps Engineer Professional (Preferred).
- Certified Kubernetes Administrator (CKA) or Certified Kubernetes Application Developer (CKAD) (Preferred).
- Docker Certified Associate (DCA) (Preferred).
Experience:
- 8+ years of professional experience in software development with demonstrated progression to senior technical roles involving DevOps, CI/CD, or production support responsibilities.
- Experience designing, implementing, and managing CI/CD pipelines for enterprise applications using Jenkins, GitLab CI, AWS CodePipeline, or similar automation platforms.
- Experience with Infrastructure-as-Code (IaC) tools including Terraform, CloudFormation, Ansible, or similar tools for automated infrastructure provisioning.
- Experience with containerization and orchestration using Docker and Kubernetes in production environments.
- Experience with AWS GovCloud services including EC2, S3, RDS, CloudWatch, CodeBuild, CodeDeploy, and other DevOps related services.
- Experience with version control systems (Git), branching strategies, and code repository management.
Knowledge:
- Knowledge of full stack software development practices including design patterns, refactoring techniques, API design principles, and code quality standards applicable to enterprise web applications in federal environments.
- Knowledge of CI/CD automation and DevOps practices including pipeline orchestration, automated testing integration, deployment strategies, and Infrastructure-as-Code (IaC) sufficient to manage release automation for enterprise applications.
Skills:
- Skilled at developing software that is both functionally correct and operationally supportable, incorporating logging, monitoring, error handling, and deployment considerations into code design from the beginning.
- Skilled at troubleshooting issues across the full application stack (code, infrastructure, integration points) using a systematic approach that identifies root cause rather than implementing superficial fixes.
Abilities:
- Able to context switch effectively between hands-on software development work and DevOps/production support responsibilities without losing momentum or allowing either area to suffer.
- Able to make sound technical decisions about when to prioritize new feature development versus addressing technical debt, production issues, or CI/CD improvements based on business impact and risk.
Working Conditions:
- This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
- Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
- Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
- Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
- Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
