Location: Remote (Must be within commutable distance of Lanham, MD)
Salary: $185,000.00 +

Position Summary:
Command Cyber Solutions, LLC (CCS) is seeking a Program Manager / Scrum Master to serve with full authority to act on behalf of CCS on all contract matters relating to daily operations of the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services (TCSDS) contract supporting the Internal Revenue Service (IRS). This role is responsible for establishing methods and tools for developing, scheduling, coordinating, and managing resources, including monitoring and inspecting costs, work, and performance across all task areas, while simultaneously serving as Scrum Master to facilitate Agile ceremonies, remove impediments, and coach teams on SAFe practices. The Program Manager provides contract execution oversight, stakeholder coordination, and financial management for the successful delivery of Tax Credit solution capabilities in alignment with Government requirements and contract commitments. This position serves as the primary interface with the Government Contracting Officer's Representative (COR), manages program-level risks and issues, and ensures alignment between technical execution and business objectives. The successful candidate will have demonstrated experience managing large-scale federal Information Technology (IT) programs using Agile methodologies with expertise in stakeholder management, risk mitigation, and contract performance oversight.

Essential Duties and Responsibilities:
- Serve with full authority to act on behalf of CCS on all contract matters relating to daily operation of the OB3 TCSDS contract.
- Provide program management leadership and oversight across all task areas, ensuring alignment of execution with contract requirements, Government priorities, and Program Increment (PI) commitments.
- Serve as the primary interface with the COR, managing stakeholder relationships and ensuring effective communication of program status, risks, and issues.
- Manage Time and Materials (T&M) contract performance including labor hour tracking, CLIN budget monitoring, and financial oversight across several CLINs with multiple labor categories and cross-CLIN resource allocation.
- Oversee workforce management across cross-functional FTEs working simultaneously across multiple CLINs, ensuring proper time charging, labor category assignments, and resource utilization tracking in compliance with contract requirements.
- Develop and deliver contract deliverables including Monthly Status Report (MSR), Contractor Quality Self-Assessment Report, Monthly Workforce Report, Orientation Briefing Materials, and Program Integration Plan.
- Manage deliverable quality control and Government review cycles, ensuring all contract deliverables meet acceptance criteria, are summited on schedule, and incorporate Government feedback within specified timelines.
- Facilitate Agile program management activities including Program Increment (PI) planning, sprint planning coordination, and release management across bi-weekly sprint cycles and quarterly PI cadence.
- Serve as Scrum Master facilitating daily standups, sprint reviews, sprint retrospectives, and backlog refinement sessions to ensure teams maintain Agile discipline and continuous improvement.
- Remove impediments and blockers that prevent development teams from achieving sprint goals, escalating systemic issues to executive leadership and Government stakeholders as appropriate.
- Coach development teams, Product Owners, and stakeholders on Agile principles and SAFe practices, fostering a culture of collaboration, transparency, and iterative delivery.
- Protect development teams from external disruptions and scope creed, ensuring teams maintain focus on committed sprint work and PI objectives.
- Monitor team velocity, sprint burndown, and throughput metrics, facilitating retrospectives to identify process improvements and optimize team performance.
- Develop and maintain program schedules, Integrated Master Schedules (IMS), risk registers, and status reports that provide accurate program visibility to Government stakeholders and executive leadership.
- Manage program-level risks and issues, developing mitigation strategies and escalating blockers that could impact release milestones or PI commitments to the COR and executive leadership.,
- Coordinate resource management across the contractor team, ensuring appropriate staffing levels, skills mix, and resource allocation to meet sprint and PI commitments while maintaining CLIN budget integrity.
- Monitor contract burn rate, cost performance, and labor hour utilization across all CLINs, providing early warning of potential over or underruns and implementing corrective actions to maintain financial performance.
- Lead PI planning sessions, ensuring development teams establish achievable PI objectives and exit each PI session with confirmed commitments agreed to by Government stakeholders.
- Coordinate with Key Personnel to ensure technical execution aligns with program priorities and contract commitments.
- Ensure compliance with IRS processes including OneSDLC, security requirements, and contractor onboarding procedures across all contractor personnel.
Education, Certification & Experience:

- Master's Degree in Business Administration, Project Management, Information Technology or a related field OR Bachelor's Degree with 4+ years of additional relevant experience
Certifications:
- Ability to obtain and maintain IRS Public Trust clearance (Required).
- Project Management Professional (PMP) (Required).
- Certified Scrum Master (CSM) (Preferred).
- SAFe Program Consultant (Preferred).
- ITIL Foundation v4 or higher (Preferred).
Experience:
- 8+ years of professional experience in program management, project management, or Agile program leadership roles in federal or Department of War environments.
- Demonstrated experience managing T&M federal contracts with multiple CLIN structures, including labor hour tracking, budget monitoring, and cross-CLIN resource allocation.
- Experience managing workforce allocation across multiple CLINs, ensuring proper time charging, labor category compliance, and resource utilization in accordance with FAR requirements.
- Demonstrated financial acumen including contract burn rate monitoring, cost performance analysis, labor hour forecasting, and corrective action implementation to maintain contract financial health.
- Experience managing federal contracts including deliverable management, Government review cycles, stakeholder coordination, and COR reporting requirements.
- Experience leading Agile programs using SAFe, Scrum, or similar scaled Agile frameworks with quarterly PI planning and bi-weekly sprint execution.
- Experience coordinating across cross-functional teams including developers, architects, QA, security, and production support personnel to deliver integrated capabilities.
Knowledge:
- Expert knowledge of federal T&M contract management including FAR requirements, labor hour tracking, CLIN budget monitoring, and workforce management across multiple CLINs.
- Deep knowledge of Agile program management methodologies (SAFe, Scrum at Scale) and their application in managing large-scale federal IT modernization programs with deliverable-driven execution.
Skills:
- Skilled at managing contract deliverables through Government review cycles, ensuring quality control, timely submission, and incorporation of feedback to achieve acceptance across all contract deliverables.
- Skilled at facilitating Agile ceremonies including daily standups, sprint planning, retrospectives, and PI planning sessions.
Abilities:
- Able to serve as the single point of accountability for contract performance, making programmatic decisions under uncertainty
Working Conditions:
- This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
- Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
- Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
- Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
- Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
