Job Description

Position Title: Database Architect, SME

Location: Remote (Must be within commutable distance of Lanham, MD)

Salary: $185,000.00 +

*This position is contingent upon award of contract

Position Summary:

Command Cyber Solutions, LLC (CCS) is seeking a Database Architect, SME to serve as the Data Architecture authority for the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services contract supporting the Internal Revenue Service (IRS). This role is responsible for data strategy, data modeling, database design, and data platform integration to ensure the Tax Credit solution effectively manages, stores, and shares data across IRS enterprise systems. The Database Architect defines data architecture patterns, develops data migration strategies, and ensures data integrity, security, and compliance with federal data management standards. This position works directly with Government stakeholders, the Contract Program Manager, the Enterprise Architect, and IRS data platform teams to align data strategy with enterprise data governance, manage data integration risks, and ensure compliance with IRS data standards. The successful candidate will have demonstrated experience serving as Database Architect or Data Architect on complex federal Information Technology (IT) programs with deep expertise in enterprise data platforms, data modeling, and large-scale data migration.

Essential Duties and Responsibilities:
  • Serve as the Data Architecture authority for the Tax Credit solution, defining data models, database schemas, and data integration patterns that align with IRS enterprise data standards and federal data governance requirements.
  • Develop and execute data strategy in accordance with the Data Allocation Framework, providing assessments of program data ownership and mapping legacy data elements to the Tax Credit data model.
  • Execute the Data Allocation Framework to provide initial assessment of which data the program should own and assist in mapping legacy data elements from existing IRS systems to the Tax Credit data model.
  • Develop Data Migration Report and identify impacts to data strategy and migration due to business process improvement and reengineering initiatives.
  • Design and document database architectures for the Enterprise Data Platform (EDP) integration, ensuring efficient data storage, retrieval, and sharing across the Tax Credit ecosystem.
  • Coordinate with the Enterprise Architect on data platform integration patterns, Application Programming Interface (API) data contracts, and data flow designs across Enterprise API Gateway, EDP, and Enterprise Case Management (ECM) systems.
  • Provide data architecture support for common services operations, ensuring data models support pluggable APIs and enable integration with authoritative data sources and shared services.
  • Define data backup and recovery procedures and manage data migration planning for system upgrades or enhancements.
  • Develop and maintain data architecture documentation including entity relationship diagrams, data dictionaries, data flow diagrams, and data integration specifications.
  • Coordinate with IRS data platform teams and data governance organizations to ensure Tax Credit data models aligns with IRS enterprise data architecture and comply with data retention policies.
  • Support fraud detection and reporting requirements by designing data structures that enable efficient analytics, reporting, and AI/ML model integration for fraud pattern detection.
  • Provide database engineering support for performance tuning, query optimization, and capacity planning to ensure the Tax Credit solution meets performance and scalability requirements.
  • Ensure all data architecture activities comply with FISMA requirements, including data encryption, access controls, and audit logging.


Education, Certification & Experience:

Education:
  • Master's Degree in Computer Science, Information Technology, Data Science, or a related field; OR Bachelor's Degree with 4+ years of additional relevant experience

Certifications:
  • Ability to obtain and maintain IRS Public Trust clearance (Required).
  • AWS Certified Database - Specialty (DBS-C01) (Preferred).
  • Oracle Certified Professional (OCP) or Microsoft Certified: Azure Database Administrator Associate (Preferred).
  • Certified Data Management Professional (CDMP) (Preferred).


Experience:
  • 10+ years of professional experience in database architecture, data modeling, or EDP design in federal or Department of War environments.
  • Demonstrated experience serving as Database Architect, Data Architect, or Chief Data Architect on large-scale federal IT modernization programs.
  • Experience developing data architecture artifacts including data models, data dictionaries, data flow diagrams, and data migration strategies for federal systems.
  • Experience with EDP, data lakes, data warehouses, and cloud-based data services (AWS RDS, Redshift, DynamoDB, or similar).
  • Experience designing database solutions that support high-volume transaction processing, real-time analytics, and fraud detection use cases.
  • Experience with data governance frameworks, data quality management, and federal data retention and privacy requirements.


Knowledge:
  • Expert knowledge of database design principles, data modeling techniques (relational, dimensional, NoSQL), and normalization/denormalization strategies for enterprise systems.
  • Deep knowledge of EDPs, data integration patterns, ETL/ELT processes, and data governance frameworks applicable to federal IT systems.


Skills:
  • Skilled at developing data architecture documentation including entity-relationship diagrams, data flow diagrams, and data integration specifications that clearly communicate complex data concepts to Government stakeholders and development teams.
  • Skilled at collaborating with enterprise architects, application developers, and data platform teams to design data solutions that balance technical performance with operational feasibility and compliance requirements.


Abilities:
  • Able to serve as the data architecture authority for CCS, making sound data design decisions that ensure data integrity, security, and compliance in a federal IT environment.
  • Able to translate business data requirements into technical data models and database designs that are scalable, performant, and aligned with IRS enterprise data architecture.


Working Conditions:
  • This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
  • Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
  • Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
  • Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
  • Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
