Job Description

The Opportunity:

IntePros Federal is seeking a Strategic Growth Lead to identify, shape, capture, and win strategic contract opportunities across our AI solutions, IT engineering, and professional services portfolio, supporting priority missions within the United States Federal Government. This role focuses on growth priorities within our existing customer portfolio within the Department of Justice (DOJ), Department of War (DOW), Department of Homeland Security (DHS), Environmental Protection Agency (EPA), Department of Energy (DOE), and National Oceanic and Atmospheric Administration (NOAA). This is a front-line growth role responsible for building customer and partner relationships, shaping opportunities early, and leading competitive pursuits of funded task orders and the IDIQ/GWAC vehicles required to bid those TOs. Reporting directly to executive leadership, this role works closely with our strategists, technologists, solution architects, and delivery leaders to transform complex customer needs into high-confidence, profitable contract awards. This role owns the opportunity lifecycle from early business development and qualification through capture strategy and award. Success in this role requires an unwavering obsession with winning and the ability to combine customer intimacy, disciplined pursuit of leadership, and strong capture execution to increase pWin and secure new contract revenue. We are not looking for a pipeline manager or CRM operator. We are looking for a hands-on growth leader who personally drives pursuits, builds elite teams, and wins meaningful federal contracts. The ideal candidate is equally comfortable engaging senior government stakeholders and leading pursuit teams with industry partners through competitive capture and proposal phases. This role offers the opportunity to directly influence the growth trajectory of a rapidly expanding technology innovator.

Location:

This position is based in Washington, DC, and operates remotely; however, frequent visits to customer and partner sites across the DMV area may be required on a near‑daily basis. We also maintain a downtown DC office that can be used for work or hosting meetings. Occasional travel outside the DMV-approximately once a month-may be needed to attend conferences and events involving our target customers.



Key Responsibility:

Specific responsibilities include, but are not limited to:

Drive the Win • Lead end-to-end capture activities and guide cross-functional pursuit teams with a relentless focus on increasing pWin for $5M to $100M definitive contracts and task orders rather than vehicle-seat pursuits alone. • Own gate/color review preparation, facilitating pursuit decisions with executive stakeholders, and ensuring resources are applied to the highest-confidence opportunities. • Lead and coordinate proposal strategy in partnership with proposal managers, solution architects, and pricing leads through final submission.

Profitable Growth • Identify and qualify opportunities through rigorous analysis of customer priorities, agency budgets, procurement trends, and competitive positioning to ensure pursuits align with company growth and margin targets. • Maintain a disciplined and qualified pipeline and provide accurate pursuit forecasting to executive leadership.

Relationship Mastery • Forge and nurture authentic relationships with Federal Contracting Officers, Program Managers, mission stakeholders, and decision-makers, establishing trusted advisor status throughout the opportunity lifecycle. • Engage with government stakeholders through industry dialogue, RFIs/Sources Sought, draft solicitations, capability briefings, and market research activities, providing insights that position the company effectively within anticipated NAICS structures, contract vehicles, and set-aside strategies.

Teaming Excellence: • Formulate and execute high-impact teaming strategies, including joint ventures, mentor-protégé agreements, and strategic subcontract relationships that strengthen competitive positioning and create compelling win themes. • Identify and cultivate industry partners that expand offerings, diversify positioning, and increase competitiveness across target programs.

Required Skills:

Ambition: a successful Strategic Growth Lead possesses a relentless drive and positive mental attitude in their pursuit and capture of funded contract wins. The hunt excites them while the ultimate victory is what completes their overall job satisfaction.

Proven Closer: 7+ years of experience in Federal BD and Capture for IT Services and Solutions with a documented track record of leading business development and capture efforts that resulted in competitive federal contract and task order awards (Candidates should expect to discuss their personal role in shaping opportunities prior to solicitation release, including examples of early customer engagement that improved pWin and led to contract awards).

Existing Relationships: Current professional connections with customers and partners at one or more of our target Agencies (DOJ, DOW, DHS, EPA, DOE, NOAA).

Market Intelligence: Deep understanding of federal procurement processes, including GWAC Task Orders, OTAs, SBIRs, and definitive contracts.

Strategic Networking: An active and credible network of government stakeholders and industry partners, particularly within the DMV federal ecosystem.
