Job Description

Duties

  • Represents the Manpower and Organization Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Civilian Personnel Office, Comptroller, and serviced activity chiefs/commanders. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.
  • Provides management advisory services to top level managers concerning program cost analyses, productivity enhancing capital investment programs, outsourcing and privatization studies, work measurement, engineered studies, etc. Briefs the commander on new developments in manpower management, competitive sourcing and privatization (CS&P), BRAC studies, and other areas of installation wide interest.
  • Administers the activities of the Manpower and Organization Flight, ensuring that the organization complies with legal and regulatory requirements and meets wing needs. Develops goals and objectives that integrate manpower and organization office objectives with the Planning, Programming, and Budgeting System (PPBS), and wing objectives.
  • Supervises the staff of the manpower and organization flight. Directs, coordinates, and oversees work through subordinate supervisors or team chiefs. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Secret security clearance.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a centrally managed position.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance, and policy, knowledge of management principles and techniques pertaining to manpower resources as they relate to organizational realignment and/or closure, outsourcing, and privatization studies, and ability to lead, manage, supervise a subordinate staff; and to communicate effectively, both orally and in writing.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance, and policy.
  • Knowledge of the organization, programs, missions, and functions of the agency's organizations to conduct studies to determine manning and skill levels to staff installation activities.
  • Knowledge of management principles and techniques pertaining to manpower resources as they relate to organizational realignment and/or closure, outsourcing, and privatization studies.
  • Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations.
  • Skill in planning and directing the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations.
  • Ability to lead, manage, supervise a subordinate staff, and to communicate effectively, both orally and in writing.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
