Job Description

Duties

  • You will manage various airfield maintenance programs in coordination with Public Works Department (e.g., runway rubber removal, pesticide, herbicide, airfield striping programs).
  • You will coordinate airfield construction projects (e.g., cargo handling, passenger and baggage handling, facilities improvement) to ensure operations conform to established safety practices and procedures.
  • You will assign work to junior employees based on priorities, difficulty of assignments, or capabilities.
  • You will brief others as an airfield subject matter expert on the potential impacts to an airfield and safety of flight.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Utilizing airfield operations, practices, and policies to plan, execute and oversee an Airfield Management Division
2) Overseeing airfield security regulations, safety requirements and procedures to ensure all construction, repairs, and operations on the
airfield are performed in a safe and secure environment
3) Analyzing airfield problems to create solutions for conflicting goals and objectives, resource challenges, and personnel/manning matters.

Basic Requirements:

Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GS-11 position:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related

A high degree of physical endurance is required due to a considerable amount of walking, bending, squatting, climbing, running, and standing involved during the inspections of runway conditions, facilities, and construction projects.
