Job Description

Duties

  • You will support the delivery and/or transition/modernization of the Navy ERP system and be responsible for Navy ERP IT assessments, planning, management, monitoring, and evaluation of Supply / Finance / Migrations / Sustainment activities.
  • You will develop program acquisition strategies, technology road maps, and associated resource planning documents.
  • You will analyze organizational and management information against requirements to develop acquisition program reporting systems and processes.
  • You will use judgment and discretion in determining intent and direction of Department of Defense and Department of the Navy policies and regulatory guidance that impact the management of portfolio of Business IT systems.
  • You will analyze new or proposed legislation, regulations, and policies to determine impact on the Enterprise Systems and Services mission, strategies, and goals.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to lead acquisition and program management activities for assigned program/IT system to meet cost, schedule, and performance requirements.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

The salary range shown above represents all the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Control Point), the total adjusted salary may be capped equivalent to GS 14 step 10 at $187,093-Washington, DC.

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
