Position Overview

We are seeking a highly skilled SharePoint and Power BI Developer to join our team providing mission-essential support to Joint Force Headquarters National Capitol Region (JFHQ-NCR), Military District of Washington (HQ MDW) and Department of the Army (DA) Counterparts. This is a key personnel position responsible for the full lifecycle development, customization, administration, and sustainment of Microsoft SharePoint solutions supporting the command's information management, workflow automation, and collaboration requirements. This role is essential to ensuring the effective organization, security, accessibility, and reliability of all contract-related documentation and government records maintained within the designated Government repository, in alignment with contract, DoD, and Army policies. This position will require routine interface with senior system users, and senior analysts both within and outside of the Directorate to include the supporting U.S. Army Signal Network Enterprise Center. Ability to plan, track and present project progress to Senior Leadership is essential. Department of Defense (DOD) contract. The successful candidate will be responsible for designing, developing, and maintaining SharePoint solutions and Power BI reports.

Responsibilities

  • Develop, deploy, enhance, and maintain SharePoint Online/SharePoint Server sites, libraries, lists, workflows, dashboards, and custom forms to support program, work order, and Government record management requirements.
  • Automate business processes using SharePoint Designer, Power Automate (Flow), Power Apps, and integrated Microsoft 365 solutions, enabling robust tracking, notification, and reporting for all contract deliverables.
  • Collaborate closely with the J6 Office, Government end-users, the Program Manager, and functional leads to assess requirements, gather feedback, and deliver user-friendly, compliant solutions, including the creation of custom web parts, role-based permission structures, and visually optimized dashboards.
  • Implement and enforce robust security, access management, and version control protocols in accordance with DoD cybersecurity, Controlled Unclassified Information (CUI), and Army records management mandates.
  • Provide technical support, troubleshooting, and periodic training to Contractor and Government users on SharePoint functionalities, permissions management, and best practices.
  • Maintain all SharePoint environments in compliance with Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines (WCAG 2.0 AA), ensuring full accessibility of all digital content, forms, and reports.
  • Develop and update technical documentation, user instructions, quick reference guides, and system records in support of documentation and audit requirements
  • Provide input into SharePoint technologies training and best practice guidance documentation.
  • Monitor SharePoint capacity and performance and systems for vulnerabilities. Track, report and remediate findings as appropriate.


Required Experience/Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or related field; or equivalent years of combined experience, training, and certification. Minimum of 3 years of experience in SharePoint development, including SharePoint Online.
  • At least five (5) years of hands-on experience designing, implementing, and supporting SharePoint solutions (SharePoint Online and/or SharePoint 2016/2019), preferably for DoD, Army, or federal environments.
  • Demonstrated proficiency in Microsoft Power Platform tools (Power Automate, Power Apps), SharePoint Designer, and out-of-the-box customization as well as scripting (PowerShell or JavaScript).
  • Demonstrated hands-on experience planning and executing large-scale SharePoint environment migrations, such as from SharePoint 2010/2013 to SharePoint Online or Microsoft 365, utilizing industry-standard migration tools (e.g., Sharegate, Metalogix, Azure Data Box).
  • Knowledge of Active Directory design and Group Policy, DNS, and DHCP.
  • Solid understanding of DoD information security and records management policies as they pertain to information systems administration.
  • Proven ability to deliver solutions compliant with Section 508 and accessibility mandates.
  • Strong communication and collaboration skills and the ability to engage with technical and non-technical users.
  • Experience in developing, publishing, and maintaining Power BI reports and dashboards and a strong understanding of data modeling, data visualization, and Power BI best practices.
  • Excellent communication skills and ability to work effectively in a team environment.


Preferred Experience/Qualifications

  • DOD 8570 IAT Level II certification (e.g., Security+, CISSP, or equivalent) is a plus.
  • Current Microsoft Certified: Power Platform Developer Associate, Microsoft 365 Certified: Teams Application Developer Associate, or Microsoft Certified: SharePoint Developer certification.
  • Prior experience delivering SharePoint support in a DoD, federal, or large-scale enterprise setting.
  • Experience with advanced SharePoint administration, migration, and automation techniques.
  • Experience designing, developing, and deploying workflow automation and custom business applications using Microsoft Power Platform tools (including Power Automate, Power Apps, and Power BI) to support enterprise-level process optimization and reporting in a SharePoint environment.
  • Familiarity with integrating SharePoint solutions with Microsoft Teams, OneDrive, and other Microsoft 365 applications.


Special Requirements/Security Clearance

  • Must possess an active Secret security clearance upon commencement and ability to obtain and maintain a Top Secret clearance
