Serco has an immediate need for an experienced Senior Program Analyst (Pascagoula Site Lead) in Shipbuilding - Production, Test & Quality focus - role at the Ingalls Shipbuilding Facility in Pascagoula, MS. This is a unique opportunity to directly influence and contribute to one of the Navy's newest and highest priority surface combatant programs in the Golden Fleet. You will provide critical programmatic support to ensure successful acquisition, construction, and delivery of the Navy's newest Frigate.

Serco supports the US Navy as a prime contractor providing engineering and production support on the FF(X) Frigate program. In this role, you will become part of a skilled group of production and quality engineers, field technicians, and programmatic experts with a mission to improve the efficiency and quality of the shipyard's processes and to deliver a safe and reliable ship to the US Navy.

As the Pascagoula Site Lead, you will directly support and advise the Supervisor of Shipbuilding (SUPSHIP) Gulf Coast PMR, DPMR, and PMS 410 Production and Test team. You will guide a dedicated, cross-functional team of production engineers, production analysts and technicians, and quality assurance specialists with expertise in scheduling, material management, logistics, production, testing, and quality assurance, that support PMS 410 and the local SUPSHIP office. You will coordinate the insights gained from our waterfront team in Pascagoula with the programmatic needs of PMS 410. This team surveils industry production performance (progress and quality) and work conditions (safety, fire prevention, care and protection) and witnesses factory equipment testing, conducts 3D model and 2D drawing reviews, analyzes and develops risk assessments of industry schedules. They provide oversight and insight that our Navy customer relies heavily on. Each individual's skillset is utilized to provide support to the program office team as well as SUPSHIP and the shipbuilder's team, all sharing a common goal to successfully build, test and deliver multiple Frigates to the Fleet.

In this role, you will:
  • Serve as a Principal Advisor to the SUPSHIP Gulf Coast PMR and DPMR, as well as the PMS 410 Production PAPM.
  • Use familiarity with shipyard operations and activities to provide insights and guidance to senior program office personnel charged with making decisions regarding execution of the Lead Yard Services (LYS) and Construction Contract.
  • Serve as the primary on-site liaison with key stakeholders, including the SUPSHIP Gulf Coast Program Manager's Representative (PMR), Navy program offices (PMS 410), and shipyard leadership. Cultivate and maintain positive, collaborative relationships.
  • Support PMS 410 the management of the shipbuilding program's cost, schedule, and performance. Track program milestones, manage contract deliverables, and develop risk mitigation strategies to ensure targets are met.
  • Develop and analyze production metrics to make recommendations and inform Programmatic decision making.
  • Embed directly with PMS 410 Production leadership team to ensure alignment of program office priorities and taskings across the Serco waterfront, production and quality team.
  • Track program milestones, risk mitigation strategies, and contract deliverables.
  • Participate and assist in leading Integrated Product Teams, shipbuilding meetings, and program reviews.
  • Lead and manage a multi-disciplinary team of engineers, technicians, and analysts. Provide mentorship, guidance, and daily supervision to ensure the timely delivery of high-quality work in support of program objectives.
  • Contribute to the development of strategies in alignment with program objectives and help develop 410P's strategic plan and support congressional request for information responses, as necessary.
  • Participate in scheduled meetings with PMS 410, SUPSHIP, shipyard personnel and subcontractors, providing inputs and insight as necessary.
  • Develop and deliver comprehensive weekly and monthly activity reports. Prepare and present clear, concise briefings and analyses to customer leadership and internal stakeholders.
  • Perform additional duties and responsibilities as assigned.

To be successful in this role, you will have:
  • The ability to obtain and maintain an Active DOD Secret Clearance.
  • A Bachelor's degree in Systems Engineering , Production, Quality Assurance or related field
  • 10 years of experience in Navy Shipbuilding and Defense Systems include working in a Navy Shipbuilding Program Office or Supervisor of Shipbuilding.
  • US Navy Surface Combatant experience.
  • Strong critical thinking skills, as well as customer organizational level communication and interpersonal skills.
  • Exceptional organizational and planning skills, with ability to manage multiple tasks and personnel simultaneously.
  • Ability to effectively communicate and inter rface with customers, stakeholders, and industry personnel, with particular attention to rapid generation of presentations for stakeholder leadership.
  • Proficiency in MS Word, Excel & PowerPoint.
  • Excellent oral and technical report writing skills.
  • Ability to travel up to 10%, as needed.

Additional desired experience and skills:
  • Master's Degree in Systems Engineering or related field
  • 15 years of experience
  • Knowledge of DoD acquisition lifecycle and documentation
  • Military Service/Experience in Surface Combatants
  • DAWIA Program Management Practitioner (previous PQM Level III) or PMP certification
