Job Description

Duties

  • Plans, organizes, directs and provides oversight of the Information Security Program for the Air Force Deputy Chief of Staff (DCS) Strategic Deterrence and Nuclear Integration Directorate (AF/A10).
  • Develops, implements, and administers the Personnel and Industrial Security Programs for AF/A10.
  • Provides advice and develops policies for the DCS AF/A10 on Continuity of Operations Plan (COOP) and Air Force Crisis Action Team (AFCAT) to ensure continuity of operations and personnel accountability.
  • Manages the Freedom of Information Act (FOIA), Mandatory Declassification Review (MDR) Manager, Public Affairs Information Release (PAIRS) to ensure proper dissemination of information.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Adminsitrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying mastery knowledge of a wide range of security concepts, practices, and quantitative and evaluative techniques used to independently analyze, and resolve difficult and complex security problems; Mastery knowledge in a broad range of security program relationships, and expertise in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs; Comprehensive knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review and evaluate plans for proposed or new projects for the directorate and nuclear enterprise mission.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of information, industrial, and personnel security concepts, principles and practices to plan and implement security programs in these areas.
  • Knowledge of and experience providing leadership and direction in the areas of information security, industrial security, physical security, personnel security, operations security and security administration of programs. Must ensure follow-up on security incidents/violations are accomplished within regulatory guidelines, and that preliminary inquiries are thorough and well-documented. Knowledge of DoD and Air Force missions, functions, goals and objectives.
  • Skill in researching, developing and implementing new and improved security methods, policies and procedures to meet program objectives.
  • Ability to establish effective professional working relationships with coworkers, subordinates, high-ranking officials and customers. Contributing to a cooperative working environment and a successful accomplishment of the mission.
  • Ability to interact with personnel at all levels of command in various situations to include processing sensitive personal information, handling alarm activations, interacting with civilian, federal, and military police forces, and remaining calm in emergency situations.
  • Ability to communicate orally and in writing unique program requirements to effectively advise and guide audiences of all levels.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
