Full Stack Engineer (Consultant, Engineering & Technical Services)

Fearless is seeking Full Stack Engineers to support the development, enhancement, and ongoing operation of a large-scale federal learning management and workforce training platform. These engineers will play a central role in building secure, scalable, and user-centered applications that support training delivery, reporting, and system integrations across a national user base. This role requires individuals who are comfortable working across the full technology stack, from intuitive front-end user experiences to robust back-end services and data integrations.

Engineers will operate within a mature Agile and DevSecOps environment, contributing to continuous delivery pipelines, automated testing, and iterative platform improvements.

We are looking for engineers who are not only technically strong but also understand the mission context and who can translate requirements into reliable solutions that directly support workforce readiness, regulatory compliance, and public health outcomes.

At Fearless, this Consultant collaborates with cross-functional teams to deliver high-quality, secure, and maintainable systems across all stages of the software and data lifecycle. This role is instrumental in delivering secure, efficient, and scalable solutions that directly impact the success of projects, teams, and organizational goals. This role will possess and/or develop the skills to be able to span the domains of software development, data engineering, infrastructure automation, information assurance, and AI/ML integration at a practical application level of proficiency . This Consultant role will work on projects that allow them to contribute across the entire technology stack-software, infrastructure, data, AI, and security-to ensure quality, speed, and innovation in delivery.

Your Responsibilities in this Role:
  • Design, develop, test, and maintain full-stack applications supporting a cloud-hosted Learning Management System (LMS) and related training platforms.
  • Build and enhance user-facing features with a focus on usability, accessibility (including Section 508 compliance), and performance.
  • Develop and maintain back-end services, APIs, and integrations with external systems, including data services and reporting platforms.
  • Collaborate with UI/UX designers, business analysts, and instructional design teams to translate requirements into functional, user-centered solutions.
  • Participate in Agile development processes, including sprint planning, backlog refinement, code reviews, and retrospectives.
  • Contribute to CI/CD pipelines, including automated testing, build processes, and deployment activities within a DevSecOps framework. Ensure application security by following secure coding practices, addressing vulnerabilities, and supporting compliance with federal security standards.
  • Promptly troubleshoot and resolve defects, performance issues, and system integration challenges.
  • Support continuous improvement of the platform through iterative enhancements, refactoring, and modernization efforts.
  • Document code, technical designs, and system interactions to support maintainability and knowledge transfer.
  • Collaborate with DevOps and QA teams to ensure high-quality, reliable, and scalable system performance.
  • Support integration with CMS systems, including HARP (authentication/authorization), HCQIS Mail Relay, and other CMS enterprise tools
  • Implement and maintain integrations with third-party tools, including CloudBerry Drive, EVO PDF, ClamAV, TX Text Control, and related systems.
  • Support migration from the current HCQIS/AWS-hosted EC2 environment to the CMS-owned AWS enclave and CMS Hybrid Cloud environment; coordinate migration activities with COR and document the approach and timeline
  • Maintain and manage code repository in Git (private GitHub/HCQIS repository); follow established DevOps workflows using Git and Jenkins
  • Ensure all newly developed or modified ICT products comply with the Section 508 accessibility standards; perform ad hoc remediation of legacy components as directed by COR

Place of Performance & Travel Requirements

While this role is primarily remote, the individual must be available to attend in-person customer meetings at the client's headquarters in Baltimore, Maryland, as needed.

Work Experience

Project Requirements & Qualifications:
  • Minimum of 7 years of experience in full-stack software development within enterprise or federal environments.
  • Proven experience developing modern web applications using front-end frameworks (e.g., React, Angular, or similar) and back-end technologies (e.g., Java, Node.js, VB.NET, ASP.NET, HTML, CSS, Bootstrap 3.0, SQL Server database development, or similar).
  • Experience designing and consuming RESTful APIs and integrating with external systems and data services.
  • Familiarity with cloud-based development environments (e.g., AWS, Azure, or GCP) and containerization technologies is preferred.
  • Experience working within Agile development teams and participating in iterative delivery cycles.
  • Hands-on experience with CI/CD tools and DevSecOps practices, including automated testing and deployment pipelines.
  • Understanding of secure coding practices and experience working in environments requiring compliance with federal security standards is preferred.
  • Experience developing or supporting Learning Management Systems (LMS) or training platforms is highly desirable.
  • Strong problem-solving skills with the ability to debug complex issues across the stack.
  • Ability to collaborate effectively with cross-functional teams, including designers, analysts, and instructional developers.
  • Bachelor's degree in Computer Science, Software Engineering, or related field is required.
  • Ability to obtain and maintain Public Trust clearance.

  • Ability to sit for extended periods while working on a computer or during meetings.
  • Must be able to travel occasionally to client sites or company meetings, which may involve driving or flying.
  • Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
  • Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

Minimum Salary: $96,132

Salary Midpoint: $124,971

Maximum Salary: $162,462

Hiring Range for Role: $96,132 - $126,000

*This position is eligible for a discretionary bonus based on individual and company performance criteria.
