Construction Surveillance Technician (CST) Lead will oversee construction security and manage the construction security monitoring program for all 9th Reconnaissance Wing (9 RW) secure projects. Moreover, they are to ensure SCIF/SAPF construction compliance.

Construction Surveillance Technician (CST) Lead will oversee construction security and manage the construction security monitoring program for all 9th Reconnaissance Wing (9 RW) secure projects. Moreover, they are to ensure SCIF/SAPF construction compliance.
Duties & Responsibilities:
- The CST Lead shall be familiar with the sixteen (16) standard divisions of construction and possess knowledge of technical listening devices commonly used by foreign intelligence services.
- Monitor the activities of all construction workers and personnel on 9 RW secure project.
- Document the construction activities of all personnel on all 9 RW secure projects.
- Document all security incidents that occur on all 9 RW secure projects.
- Perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuring all items are free of tampering and identifying all anomalies. Material inspections may include the use of specialized equipment including the Non-Linear Junction Detector, and Portable X-Ray machine.
- Identify anomalies and variances in finished construction work against the official project construction plans or ICD 705 requirements.
- Perform close-in/seal-in inspections in accordance with the CSP, SSM, and AO direction.
- Perform access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipment.
- Carry out opening and closing procedures of all 9 RW secure projects each day as directed by the SSM.
- The CST Lead shall have a thorough understanding of the ICD/ICS 705 (most current version), demonstrated by experience working on multiple ICD 705 projects.
- CST Lead will perform other duties as assigned.
Knowledge, Skills, and Abilities (KSAs):
- Must be able to perform the essential functions of the position, including standing for extended periods, walking long distances, climbing stairs and ladders, and carrying equipment.
- All CST personnel MUST possess construction experience, and must be familiar with the sixteen (16) standard construction divisions.
- Must have a solid understanding of the ICD/ICS 705.
Minimum/General Experience:
- Must possess an active Top Secret clearance with Sensitive Compartmented Information eligibility (TS/SCI) and be enrolled in Continuous Evaluation.
- The CST Lead shall have a minimum of five (5) years of direct experience working on ICD 705 construction projects. Direct experience is defined as working as a CST, SSC, SSM, or SME.
- The CST Lead shall have a minimum of two (2) years in a leadership/management role on an ICD 705 Construction Security project(s). Leadership/Management roles are defined as SSM, SSC, or CST-Lead.
- The CST Lead shall have a minimum of eight (8) years of security experience specifically related to ICD 705 compliant SCIF/SAPF construction security management, Intelligence Operations, CounterIntelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination thereof.
Minimum Education:
- The CST Lead shall hold a valid certificate for successful completion of a Twenty (20) Hour or greater Site Security Manager (SSM) Training Course taken within the last 5 years. The SSM Course must be accredited by a recognized security industry accrediting body approved by the U.S. Government.
- Must hold a valid certificate for successful completion of a Forty (40) Hour or greater CST Training Course taken within the last 5 years. The CST Course must be accredited by a recognized security industry accrediting body approved by the U.S. Government. This requirement may be waived if the candidate has completed SSM training within the last 5 years.
