Position Title: Software Developer, SME (Technical Lead)
Location: Remote (Must be within commutable distance of Lanham, MD)
Salary: $190,000.00 +
Position Summary:
Command Cyber Solutions, LLC (CCS) is seeking a Software Developer, SME to serve as the Technical Lead for the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services contract supporting the Internal Revenue Service (IRS). This role serves as the primary technical authority responsible for software engineering decisions, development standards, code quality, and technical direction across all development teams. The Technical Lead provides hands-on software development expertise while leading engineering teams in building, testing, and deploying tax credit processing solutions using Agile methodologies. This position works directly with Government stakeholders, the Contract Program Manager, and cross-functional technical teams to ensure technical quality, manage development risks, and maintain alignment with IRS enterprise standards. The successful candidate will have demonstrated experience leading software engineering teams on complex federal IT modernization programs with deep expertise in full-stake development, cloud technologies, and enterprise system integration.

Essential Duties and Responsibilities:
- Provide hands-on software development and technical leadership across development teams, ensuring code quality, adherence to development standards, and consistent engineering practices.
- Lead software engineering decisions including development patterns, coding standards, and technical implementation approaches within the IRS technology ecosystem.
- Review and approve code commits, pull requests, and deployment packages to ensure quality, security, and compliance with IRS development standards prior to release.
- Coordinate with development teams, QA engineers, and support staff to ensure technical alignment, resolve engineering blockers, and maintain velocity across sprint cycles.
- Participate in and provide technical leadership during Agile ceremonies including sprint planning, daily standups, code reviews, sprint reviews, and retrospectives.
- Manage technical risks related to software development, including code defects, technical debt, development blockers, and resource constraints, escalating issues that could impact sprint commitments.
- Support CI/CD pipeline operations, deployment activities, and production releases in coordination with DevOps and production support teams.
- Support monthly status reporting, Government oversight activities, and technical demonstrations of capability delivery to IRS stakeholders.
- Coordinate engineering approach to synthetic test data generation and test harness development to support functional and integration testing across development environments.
- Capture changes in real-time using the CI/CD pipeline's change log and ensure traceability between requirements, code commits, and deployments.
- Ensure daily commits of software code to GitHub or other approved repository, maintaining version control discipline and code traceability per IRS requirements.
- Support the development of pluggable APIs that enable the solution to adapt to and integrate with future technologies and IRS enterprise services.
Education, Certification & Experience:
Education:
- Master's Degree in Computer Science, Software Engineering, or a related field OR Bachelor's Degree with 4+ years of additional relevant experience
Certifications:
- Ability to obtain and maintain IRS Public Trust clearance (Required).
Experience:
- 10+ years of professional software development experience with demonstrated progression to senior technical leadership roles in enterprise IT environments.
- Experience leading or mentoring development teams on federal programs.
- Demonstrated experience serving as Technical Lead, Development Manager, or Senior Software Engineer on large-scale Agile development programs supporting federal modernization initiatives.
- Hands-on development experience with full-stack web application development, RESTful API design, microservices architectures, and cloud-native application patterns.
- Experience with AWS GovCloud services, infrastructure-as-code (Terraform/CloudFormation), CI/CD pipelines, and containerization (Docker/Kubernetes).
- Experience developing and maintaining applications using Pega platform, Enterprise Case Management (ECM) solutions, or similar low-code/no-code enterprise platforms (Preferred).
Knowledge:
- Deep knowledge of software development methodologies (Agile, Scrum, SAFe) and their application in managing software engineering teams on complex federal IT programs.
- Expert knowledge of software engineering principles, design patterns, and best practices for building secure, scalable web applications in cloud environments.
Skills:
- Skilled at conducting code reviews, identifying technical debt, and mentoring developers to improve coding practices and engineering discipline.
- Skilled at leading software engineering teams through complex requirements, competing priorities, and compressed timelines while maintaining code quality and team morale.
Abilities:
- Able to serve as the software engineering authority for CCS, making sound development decisions and accepting accountability for code quality and technical execution.
- Able to balance hands-on development contributions with team leadership, remaining engaged in critical path coding while providing direction to development teams.
Working Conditions:
- This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
- Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
- Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
- Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
- Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
