Position Summary:
Command Cyber Solutions, LLC (CCS) is seeking a Computer Systems Engineer / Architect, SME to serve as the Enterprise Architect for the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services contract supporting the Internal Revenue Service (IRS). This role serves as the architecture authority responsible for analysis, planning, design, implementation, documentation, assessment, and management of the solution's Information Technology (IT) infrastructure to align with IT strategy, plans, and systems with IRS mission, goals, and enterprise standards. The Architect defines target state architectures, integration approaches, and technical roadmaps that guide development teams in building the Tax Credit Solution within the IRS technology ecosystem. This position works directly with Government stakeholders, the Contract Program Manager, the Technical Lead, and IRS IT delivery partners to ensure architectural alignment, manage technical integration risks, and maintain consistency with federal IT modernization standards. The successful candidate will have demonstrated experience serving as Enterprise Architect on complex federal IT programs with deep expertise in cloud architectures, API integration patterns, and service-oriented architecture design.

Essential Duties and Responsibilities:
- Serve as the Enterprise Architect for the Tax Credit solution, defining target state architectures, integration patterns, and technical approaches that align with IRS enterprise architecture standards and federal modernization goals.
- Develop and maintain the Program Integration Plan, Technical Integration Approach, and Interface Control Documents (ICDs) to support integrated delivery across business users and IT organizations.
- Lead architecture design sessions with IRS enterprise architects, IT delivery partners, and Government stakeholders to define solution architecture, data flows, and system integration points across the Tax Credit ecosystems.
- Define cloud architecture patterns for AWS GovCloud implementation, including infrastructure design, security controls, network topology, and service integration with IRS enterprise platforms.
- Coordinate architecture decisions with the Technical Lead to ensure development implementation aligns with architectural vision and enterprise standards.
- Develop and maintain technical roadmaps establishing architecture objectives and outcomes for planned releases in coordination with the Contract Program Manager and Government stakeholders.
- Provide architecture SME support to conduct cybersecurity assessments for cloud assets and develop Cloud Design and Requirements Package (CDRP) documents.
- Analyze Target State Architecture to ensure alignment with the Program Integration Plan and provide recommendations on the order to deliver capabilities in an integrated manner.
- Assess and validate dependencies of existing systems to non-case management systems and develop plans to integrate external systems with the Tax Credit solution.
- Provide SME expertise for key technologies and third-party products including Pega platform, Enterprise API Gateway, Enterprise Data Platform (EDP), and Enterprise Case Management (ECM) solutions.
- Support Proof of Concept projects and provision of environments for prototyping new architectural patterns or integration approaches.
- Document solution performance characteristics (Key Performance Indicators) to inform Service Level Agreements (SLAs) and operational requirements.
- Develop and evaluate logical and physical designs to ensure technical feasibility, scalability, and alignment with IRS infrastructure standards.
Education, Certification & Experience:
Education:
- Master's Degree in Computer Science, Information Technology Computer Engineering, or a related field OR Bachelor's Degree with 4+ years of additional relevant experience
Certifications:
- Ability to obtain and maintain IRS Public Trust clearance (Required).
- TOGAF 9 certified or higher (Preferred).
- AWS Certified Solutions Architect & Professional (Preferred).
- Federal Enterprise Architecture Certification (FEAC) (Preferred).
- ITIL Foundation v4 or higher (Preferred).
Experience:
- 10+ years of professional experience in enterprise architecture, systems engineering, or solution architecture roles in federal or Department of War (DoW) environments.
- Demonstrated experience serving as Enterprise Architect, Solution Architect, or Chief Architect on large-scale federal IT modernization programs.
- Experience developing enterprise architecture artifacts including target state architectures, integration patterns, interface control documents, and technical roadmaps for federal systems.
- Experience with AWS GovCloud architecture including infrastructure design, security controls, networking, and integration with federal enterprise platforms.
- Experience with service-oriented architecture (SOA), API gateway patterns, enterprise service bus architectures, and microservices design for federal applications.
- Experience architecting solutions using Pega platforms, ECM systems, or similar low-code/no-code platforms (Preferred).
Knowledge:
- Expert knowledge of enterprise architecture frameworks (TOGAF, Zachman, Federal Enterprise Architecture) and their application in federal IT modernization programs.
- Deep knowledge of cloud architecture patterns, AWS services, infrastructure-as-code, and federal cloud security requirements (FedRAMP, FISMA) for designing compliant cloud solutions.
Skills:
- Skilled at developing architecture documentation including target state architecture, integration designs, interface control documents, and technical roadmaps that clearly communicate complex technical concepts to Government stakeholders.
- Skilled at facilitating architecture design sessions with IRS enterprise architects, IT delivery partners, and development teams to build consensus on technical approaches and resolve architectural conflicts

- Able to serve as the architecture authority for CCS, making sound architectural decisions that balance technical excellence with practical delivery constraints in a federal environment.
- Able to translate business requirements and legislative mandates into architectural designs that are technically sound, operationally feasible, and aligned with IRS enterprise architecture direction.
Working Conditions:
- This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
- Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
- Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
- Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
- Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
