Position Overview

We are seeking a Personnel Security Specialist Sr. to join our team to help contribute to our success and help us solve problems with innovation through intelligence.

The Space policy Security and Procedures Oversight and Implementation Analyst shall provide expertise and support to maintain the security accreditation of applicable facilities, conduct personnel security actions, conduct security reviews in accordance with applicable security classification guides, maintain proper information systems security, identify, and correct security issues, perform administrative functions for classified compartmented information, and meet and comply with relevant industrial security guidance.

This includes, but is not limited to:
  • Managing daily Special Access Program (SAP) operations.
  • Implementing and executing relevant government directives, instructions, memoranda, and other guidance documents.
  • Supporting the OASD(SP) in organizing, scanning, and uploading signed Program Indoctrination Agreements (PIAs).
  • Tracking the offices processing equipment to meet the requirements for SAP operations. Equipment includes SAP-security-compliant computer terminals, input devices (scanners), output devices (printers), duplication devices (copiers), destruction devices (shredders), user accounts, and physical storage devices (safes).
  • Submitting to the appropriate government organization (e.g., OUSD(P)s Special Access Program Central Office (SAPCO)) OASD(SP)s requests to meet the offices SAP operations processing needs.
  • Supporting the offices accurate application of SAP security classification guidance to written material (e.g., Word documents, emails, PowerPoint presentations), including paragraph/portion marking as well as overall classification.
  • Ensuring SMD compliance with SAP security requirements per Department of Defense Manual 5205.07, DoD Special Access Program (SAP) Security Manual Volumes 1-4.
  • Supporting ODASD(SMD) executive-level (e.g., Principal Director, DASD and higher) CONUS and OCONUS travel by reviewing and providing input for the security classification of agendas, itineraries, and read-ahead documents, and talking points.
  • Preparing and processing visit requests for visitors to and from the organization.
  • Preparing requests for initial Sensitive Compartmented Information (SCI) and SAP indoctrinations.
  • Ensuring compliance with special communication standards of the SAP facility.
  • Controlling transfer, storage, management, duplication, and destruction of SAP information.
  • Coordinating the physical transfer of classified materials between geographically separated facilities and training staff on appropriate procedures for carrying classified documents.
  • Providing Information Systems Security Officer duties for ODASD(SMD), including software and hardware issues, account access, data transfers, scanning, and copying data to/from external media.
  • Investigating security incidents, conducting risk analyses, and preparing written reports that identify contributing factors and specify preventive action.
  • Providing security support for meetings and conferences, including clearing attendee lists prior to meetings and checking attendees at the meeting or conference.
  • Accessing various databases, including but not limited to, Joint Personnel Adjudication System (JPAS), Defense Information System for Security (DISS), and Joint Access Database Environment (JADE).
  • Interacting with the OUSD(P) SAPCO office on a regular basis to assist with fulfilling the OASD(SP)s administrative requests, including but not limited to, scheduling initial SAP read-ins for new personnel, and facilitating ASD-approved and DASD-approved additional read-ins for existing personnel as needed.
  • Interact and maintain positive working relationship with internal and external clients, agencies and organizations concerning matters related to the offices SAP needs and assisting with other duties as needed (escort, briefing preparation, entry control).
  • Assigning document accountability control numbers, tracking the transfer of positively controlled documents, recording destruction of accountable documents using two-person integrity.
  • Collecting and appropriately processing classified material for destruction including burn-bags, hard drives, and other media.
  • Other administrative support functions as may be assigned.

As appropriate, providing similar support to other OASD(SP) offices.
  • Providing the support needed to operate SMDs meeting and conference facilities at locations in the Pentagon, including set-up.
  • Providing assistance and support to maintain, sustain, and execute SMDs facility agreements.
  • Serving as SMDs representative to OUSD(P) SAPCO and DoD SAPCO (SAPCO offices); requesting recurring service, preventative maintenance, and repairs to resolve infrastructural operational malfunctions.
  • Initiating work order requests through the SAPCO offices, supporting IT organizations (e.g., Compartmented Enterprise Services Office (CESO), Joint Service Provider (JSP), and Washington Headquarters Services (WHS)) for facilities requirements; identifying, generating, and implementing work orders for maintenance and repairs.
  • Coordinating quality of life support (recycling, refuse collection, housekeeping services) for SAP-processing spaces.
  • Managing supplies and equipment.
  • Providing Video Teleconferencing IT system support, trouble shooting, and escalation service support.
  • Maintaining, scheduling, and operating SMDs SAP facilities and equipment for conferences and meetings.
  • Assisting with SAP meeting preparation, IT requirements, and administrative support to all ODASD(SMD)-hosted meetings, conferences, and events at any location or contractor provided venue.
  • Assisting with set-up of SAP audio/visual, teleconferencing, and video teleconferencing.
  • Compiling and reviewing current guidance documents and other relevant background materials as references to support drafting of new and updated guidance documents.
  • Preparing drafts and circulating as directed for review and comment by DoD and other stakeholders using appropriate internal DoD staffing processes.
  • Adjudicating comments and preparing updated drafts for review and decision by the DASD(SMD), ASD(SP), and other senior officials.


Qualifications

Minimum Requirements:
  • 5 years related experience
  • Bachelors degree in a related area or equivalent experience (4 years)
  • Current Top-Secret Clearance with SCI Eligibility
  • Eligibility for access to Special Access Program Information
  • Willingness to submit to a Counterintelligence polygraph

Preferred Skills and Experience
  • Previous experience working in the DoD
