  • You will serve as the principal advisor on all matters involving military/civilian manpower requirements and authorizations for COMUSFFC headquarters staff.
  • You will plan, evaluate, and manage a comprehensive manpower program encompassing all facets of military and civilian manpower management.
  • You will manage efforts associated with military personnel check-in/out, disaster preparedness planning/Mission Essential Personnel, and staff-wide Critical Billets.
  • You will ensure manning levels are maintained in accordance with CNO policies, and with the prioritizations of USFF leadership.
  • You will analyze and interpret OPNAV and Department of Defense programming guidance for the POM/PR data calls for the development of manpower requirements in support of the future Year Defense Plan (FYDP).
  • You will formulate and evaluate subordinate command issue papers in the OPNAV Baseline Assessment Memorandum and OPNAV Capability Plan.
  • You will plan and assign work to be accomplished by subordinates, set and adjust priorities, provide technical oversight, make decisions on technical problems, set performance standards and evaluate work performance, approve and/or deny leave.
  • You will recommend awards and bonuses, interview candidates for positions and make selections, and effect minor disciplinary measures.
  • You will perform other duties as assigned.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience researching Navy Total Force manpower policies and using the Navy's Total Force Manpower Management System (TFMMS).
  • Experience providing information on the Shore Manpower Requirements Determination policy and procedures and related tools to provide guidance and assistance to leadership.
  • Experience working with Microsoft Excel and Access to provide data analysis and study military manning and total workforce manpower issues.
  • Experience utilizing online Navy human resource information systems such as FLTMPS, MyNavy Assignment, PBIS, TWMS, HR Link and PBIS.
  • Experience working with the officer and enlisted personnel distribution systems, distribution policies and procedures, and detailed knowledge of the procedures used to select, assign, and distribute officer and enlisted active-duty Navy personnel.
  • Experience writing reports and verbally briefing reports to clearly articulate and promote ideas and issues before a wide range of audiences.
