Duties

The primary purpose of this position is: to supervise the squadron/flight Prime BEEF and Mobility programs, which includes unit civil engineering (CE), and Fire Protection.

DUTY I: Prime BEEF Program Management. Assists the senior ART in the development ofrequirements and management of the Prime BEEF and Mobility programs for the CE squadron/flight. Performs site visitsto accomplish airfield and facility surveys at beddown locations. Assists in the development andpreparation of the Prime BEEF Wartime Operations Folder. Analyzes data and reports that effect the unit's wartimecontingency location and briefs the results to wing/group commanders. Maintains contact with HQ AFRC, and NAF,to keep abreast of changes concerning Rapid Runway Repair (RRR), Bomb Damage Repair (BDR), and forcebeddown to allow for efficient and effective performance of wartime operations.

DUTY 2: Supplies. Collects and analyzes all data for the management of unit Prime BEEF and mobility equipment supplies and equipment. Performs duty of squadron Precision Measurement EquipmentLaboratory (PMEL) Monitor. Collects, validates, and records SORTS data prior to submission by the programmanager.

DUTY 3: Financial. Develops and manages operating budget/financial plan requirements. Analyzesand establishes priority lists for funding of resources to base/wing comptroller and financial managementstaff personnel. Serves as unit resource advisor.

DUTY 4: Training. Coordinates and plans annual tours with host Base Civil Engineers withinContinental United States (CONUS) and overseas in conjunction with the program manager during predeployment anddeployment site visits. Manages all aspects of training projects with base activities. Establishes and develops trainingprograms and classes for Prime BEEF, OJT and Wartime task training. Analyzes and schedules required training toinsure unit fulfills requirements in accordance with directives. Evaluates training needs and coordinates with hostbase civil engineer office to determine projects available for accomplishment during Unit Training Assembly andannual tours. Directs and coordinates acquisition of supplies and materials to accomplish work projects.

DUTY 5: Plans. Develops and manages squadron/flight mobility and deployment plans to meetworldwide contingencies. Establishes and implements procedures and programs to prepare the unit to supportpeacetime missions, wartime plans, and wing wartime beddown requirements. Plans and coordinates billeting,messing, transportation and training projects with base activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for series 0344

SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade, GS-06 level or equivalent. Examples of specialized experience includes: particular knowledge, skill, and ability to successfully perform the duties of the position. My experience included demonstrating a working knowledge of civil engineering and fire protection methods and procedures, CE Prime BEEF management and mobility programs, SORTS, Fire Protection, HAZMAT, Logistics, and associated programs.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge in planning and executing Prime BEEF and Mobility Programs, Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to assist in the development of comprehensive plans and to analyze work processes and continually improve them to meet customer requirements, Knowledge of microcomputer systems, to include operation of word processing, databases, and spreadsheet
applications, Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations AFI's and/or technical orders.
2. Knowledge of AF logistics functions of supply, transportation, and other mission support functions,
3. Knowledge of standard storage and hazardous materials classifications.
4. Skill and ability to develop training programs and conduct training and testing.
5. Skill in planning, organizing, and evaluating all unit related programs.
6. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinates planning efforts and manages program activities.

CONDITIONS OF EMPLOYMENT CONT'D:

1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent maybe assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.

3. Requires knowledge and experience with the Air ForceDual Channel OJT program.

4. Must be able to obtain and maintain the appropriate security clearance

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
