A. One year of specialized experience equivalent to the13 grade level in the Federal service:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0301 series.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

As a SUPERVISORY PROGRAM SUPPORT ADVISOR (DATA REPORTING) at the GS-0301-14 some of your typical work assignments may include:
- Supervise the Support Centers Branch Teams: Directs and oversees a staff of government employees and numerous contractor employees involved in development projects and operational functions like the Beneficiary Telephone Center and research analysis.
- This includes developing performance plans, reviewing work for quality and timeliness, assigning tasks, and managing all personnel matters such as hiring, promotions, and addressing grievances.
- Serve as a Technical Authority: Acts as the recognized subject-matter expert on project management and customer functional requirements, providing authoritative interpretations of regulations and guidelines that govern data entitlements and benefits.
- Manages problem management systems to effectively track and resolve issues. Oversees the entire lifecycle of request solutions for customers. This involves serving as the primary customer liaison, managing functional requirements, and overseeing project planning, operations, and scheduling.
- Lead Program and Process Improvement: Takes responsibility for the development and implementation of operational program improvements throughout the DMDC. This includes conducting special studies and developing new strategies, procedures, and systems to improve effectiveness.
- Coordinate with High-Level Stakeholders: Interfaces and reports regularly to director-level leadership. Represents the DMDC in meetings with DoD peers, other government agencies, and congressional staffers to interpret policy, negotiate solutions, and coordinate program management.

- Expertise knowledge of DMDC policies, procedures, and practices to effectively advise on organizational changes impacting the benefits delivery system.
- Practical knowledge of information management systems, with a detailed understanding of DMDC's automated systems and their application in supporting users and customers.
- Advanced Project Management: Demonstrates ability in project management, including short and long-range planning, scheduling, requirements documentation, and coordinating with multiple internal and external stakeholders like DoD components, federal agencies, and contractors.
- Exhibits strong analytical, interpersonal, and communication skills to represent the organization, manage vendor relationships, make presentations, and interact with high-level officials across government and the private sector to inform critical decisions on program operations.
- Governance and Policy Interpretation: Holds a comprehensive understanding of legislation, policies, regulations, and guidelines, with the ability to provide authoritative interpretations and ensure consistent enforcement for DoD beneficiaries.
- Leadership in Technical Program Improvement: Provides leadership in developing, implementing, evaluating, and improving operational program policies, processes, and procedures in a highly technical environment.
