Location: ONR Global, Arlington, VA

Clearance: Secret

We are actively seeking a Secret-cleared Program Specialist - Science Advisors with experience in program administration and event coordination to support our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will provide day-to-day execution of the Science Advisor Program, including interview coordination, annual industry tours, reporting, and stakeholder communications to ensure mission success and effective engagement across the Naval Research and Development Establishment (NR&DE).

Note: This position is contingent upon contract award . We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.

Work Description:

The Program Specialist provides business administration services and program execution support for ONR Global's Science Advisor (SA) Program, enabling international S&T engagements, S&T operations, corporate communications, and logistical requirements.

Responsibilities: The Program Specialist - Science Advisors will support tasks such as:
  • Provide business administration services and robust administrative execution of office productivity tasks in support of the ONR Global Science Advisor (SA) Program to enable international S&T engagement, S&T operations, corporate communications, and logistical execution requirements.
  • Administratively track, manage, and maintain the status of multiple concurrent and complex SA Program business action items requiring sensitive and intensive coordination with ONR Global staff, ONR Headquarters personnel, and members of the Naval Research and Development Establishment (NR&DE).
  • Plan, schedule, and coordinate ONR Global Science Advisor employee interviews, including reserving conference rooms, contacting and confirming interviewees and panel members, preparing interview binders, taking notes during interviews, consolidating panel member comments and ratings, and maintaining historical records of resume reviews and interview outcomes.
  • Schedule, coordinate, and lead all planning activities for the annual ONR Global Industry Tour, including consolidating potential industry and government site visit lists, reserving lodging, providing administrative meeting support, disseminating agendas and schedules, accompanying Science Advisors during the tour, and leading on-site execution of scheduled events.
  • Plan, schedule, and coordinate quarterly ONR Global Science Advisor reviews with the Chief of Naval Research (CNR), including reserving meeting spaces, coordinating audio/visual security and logistics , consolidating Science Advisor inputs into briefing binders, taking notes, and capturing action items during reviews.
  • Plan, schedule, and coordinate ONR Global annual events, including the Science Advisor Global Team Meeting (GTM) and new employee orientations, to include reserving spaces per government requirements, preparing materials and presentations, compiling meeting minutes and after‑action reports, and coordinating with ONR Corporate Strategic Communications (CSC) and Security for audio/visual support and security controls.
  • Maintain administrative accuracy within 72 hours for all Science Advisor Program documentation stored on ONR Global common drives (R, Q, S), including program tracking documents, spreadsheets, briefing materials, and contact information for Science Advisors and Warfare Center points of contact, using Microsoft Office and Adobe Acrobat tools.
  • Collect, review for accuracy, consolidate , and distribute Science Advisor Program reports (weekly, monthly, and annual) across both NIPRNET and SIPRNET systems to ensure reporting requirements and deadlines are met.
  • Facilitate professional written and verbal communications with ONR, ONR Global, and external stakeholders to validate information and ensure clear, accurate exchanges in support of the Science Advisor Program.
  • Provide business administration and logistical support for ONR Global on‑site and off‑site meetings, events, and conferences, including coordinating tasking and actions, attending meetings, drafting notes, communicating direction and feedback, and supporting coordination between ONR Global Corporate Communications (OCONUS) and ONR Headquarters Corporate Strategic Communications (CSC).
  • Serve as Content Manager for the Science Advisor Program by ensuring that current and accurate information is maintained on the ONR Global SharePoint Portal.
  • Collect, review for administrative accuracy, and coordinate Department Head approval for all Science Advisor "SMART" tasks entered into the Global Engagement Plan (GEP).
  • Create and maintain visualization tools, including charts, graphs, and Power BI reports, to support accurate communication of Science Advisor Program processes and data.
  • Maintain the currency and accuracy of Science Advisor Program SIPR content folders and online SIPR collaboration spaces (e.g., IntelDocs ) to enable secure file sharing and information access.

Minimum Requirements:
  • Bachelor's degree + 7 years relevant experience OR Associate's degree + 10 years USG S&T program support experience.
  • Demonstrated experience in program administration, reporting, and event planning.
  • Professional maturity to interact with senior officers and civilians (O-6/GS-15).

Desired: Familiarity with NR&DE and ONR processes.
