Foreign Comparative Testing (FCT) Technical Program Management
Location: ONR Global, Arlington, VA
Clearance: Top Secret or TS/SCI

We are actively seeking a Secret-cleared FCT Technical Program Management Specialist with experience in program management and technology evaluation to support our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will monitor international technology evaluation projects, assess risks, prepare reports and briefings, and facilitate coordination with Navy stakeholders to enable successful transition of foreign technologies into U.S. Navy programs.
Note: This position is contingent upon contract award . We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.
Work Description:
The FCT Program Management Specialist supports ONR Global's Foreign Comparative Testing (FCT) efforts by providing technical, financial, and programmatic monitoring of international technology evaluations. The role ensures successful reporting, transition planning, and stakeholder coordination. The role includes continuous monitoring of FCT project financial status, technical milestones, transition progress, and impediments, with regular reporting to Government stakeholders. Technical and programmatic assessments emphasize transition readiness and sustained commitment from all relevant stakeholders.

The role includes continuous monitoring of FCT project financial status, technical milestones, transition progress, and impediments, with regular reporting to Government stakeholders. Technical and programmatic assessments emphasize transition readiness and sustained commitment from all relevant stakeholders.
Responsibilities: The FCT Program Management Specialist will support tasks such as:
- Assess and track FCT proposals to validate technical quality, mission relevance, and transition viability.
- Evaluate candidate technologies to determine their ability to meet FCT program objectives and Navy mission requirements.
- Identify , characterize, and assess technical and transition risks, and recommend mitigation strategies to the Government.
- Conduct macro‑level business case and cost analyses to validate the value and affordability of proposed technology transitions.
- Coordinate technology evaluation and transition activities with Navy and DoD stakeholders to support effective application and adoption.
- Monitor and assess emerging FCT requirements, technologies, capabilities, concepts, and potential teaming opportunities across the DoD and industry.
- Assess technology affordability and cost impacts across the Navy FCT portfolio.
- Maintain records and documentation for all Navy‑related FCT efforts, including both successful and unsuccessful projects.
- Develop quad‑chart briefings, reports, and presentation materials to support technical meetings, reviews, and decision forums.
- Plan, host, attend, and facilitate technical and programmatic meetings, and prepare meeting minutes documenting discussions, participants, and issues.
- Conduct studies, arrange meetings, and prepare background and position papers in support of FCT program coordination, as directed by the Government.
- Represent the FCT Program at CONUS and OCONUS events, program reviews, advocacy activities, and technology transition or transfer events.
- Create database reports and executive‑level briefing materials to support internal ONR Global reviews and senior Navy leadership engagements.
- Develop presentation materials for program working groups, ONR, OSD, Naval S&T organizations, and senior leadership audiences.
Minimum Requirements:
- A Bachelor's Degree from an accredited college or university in civil, mechanical, material, or industrial engineering or a closely related technical field in engineering and physical sciences; and, 10+ years of experience in Science and Technology Development.
- Demonstrated knowledge of Experimentation Planning and Operations Research methods to include Data Collection and Analysis Plan (DCAP), Modeling and Simulation, Wargaming, Technology Innovation Games (TIG), and other analytical methods to provide decision support to leadership for S&T investments.
- Ability to produce technical execution reports and reports on technical progress of S&T portfolio and update collaboration sites as necessary.

- Communication skills to build relationships with a variety of stakeholders including program officers, science advisors, warfighters, acquisition sponsors in program offices, transition sponsors in OPNAV or TYCOMs and engineers and scientists in the NR&DE
- Demonstrated understanding of the organizational structure and functions of the components of the Naval Research Enterprise (NRE); to include, the roles of ONR program officers and science advisors in S&T technology development .
