Duties
The United States Space Force (USSF) Los Angeles AFB, El Segundo, CA is searching for a Manpower Flight Chief to support the 61 FSS (NH-0343-03, GS 12/13 equivalent).
Description:
This role includes first level supervisory and managerial authorities over the Manpower and Organization Flight assigned to the 61st Force Support Squadron. The incumbent will serve as a project manager to conduct comprehensive and organizational analyses of various organizations, functions, and work processes and consult with organizational leaders to improve mission effectiveness, resource efficiency, and resource savings. Reports directly to the Force Support Squadron Director and leads projects involving other staff as dictated by the size and scope of the project. Project manager duties will cross-utilize other functional areas of expertise within other major commands and field commands, Delta, Group, Squadron or Air Force Manpower Agency divisions.
Balances workload and provides overall direction and vision to subordinates on a wide range of manpower and administrative issues. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinates, and balances organization needs with overall mission requirements and resource interests.
Ideal Candidate:
We are looking for a candidate with not only a background in Human Resources but strong communication, organization and leadership skills. Additionally successful candidates will require an in depth understanding of DoD Manpower and Organization objectives to establish, revise or review policies, procedures, mission objectives, and organization design in line with existing regulatory compliance and/or customer requirements.
Key Skills and Abilities:
1. Knowledge of DoD, Joint, and AF manpower/quality planning directives, concepts, procedures, guidance, and policy.
2. Knowledge of basic budgetary and financial management principles and techniques
3. Knowledge of the full range of management principles, concepts, and methodologies.
4. Knowledge of outsourcing and privatization directives and procedures.
5. Knowledge of analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
6. Ability to gather, assemble and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
7. Ability to devise organizational structuring options for complex, diverse organizations.
8. Skills to communicate effectively both orally and in writing.

Requirements
Conditions of employment
- Must be a U.S Citizen.
- Must be able to obtain and maintain a Secret security clearance.
- PCS / Incentive funding is not authorized.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.
